Card A

While you control this face-up card, you cannot Special Summon from the Extra Deck. If this card is Special Summoned: You can Special Summon 1 "Growth Token" (Plant-type/WATER/Level 1/ATK 500/DEF 1000) in face-up defense position. During the turn you activate this effect, you can only Normal Summon Level 5 or higher monsters. If this card is tributed for the Tribute Summon of a Level 7 or higher monster: You can send 1 WATER monster from your deck to the Graveyard

Card B

Servant of the Monarchs

[Level 3/LIGHT/Warrior/Effect]
1200/500

This card's effects can only be applied/resolved if you have no cards in your Extra Deck. During the turn this card was Normal Summoned, you can Tribute Summon 1 monster in addition to your Normal Summon/Set. (You can only gain this effect once per turn.) If this card is Tributed, you can add this card from your Graveyard to your hand. You cannot Special Summon any monsters during the turn you activate this effect.

And first vote of the season.

Well... card B doesn't just replace Treeborn Frog, it shoots the thing in the face with a nuclear warhead. It makes the deck wayyyy too easy. It being a LIGHT Warrior which gives it all sorts of searchability doesn't exactly help either. Given how far this pushes the Extra Deck-less variant, the restriction is practically a non-issue.

Now card A may seem kinda underwhelming at first sight, requires consistently drawing into something to SS it with - though you do have One for One, Surface etc, so it's not all that bad. But the real problem is what it does outside the Monarch deck - 2-Tribute decks like L&DD run the danger of becoming very degenerate, very fast. Heck if you actually combine it with Treeborn Frog, this card can easily bring out 3-Tribute monsters consistently.

It's... a tough call, balance-wise; card B is retardedly good in the intended deck, but while card A isn't that impressive in it, it does have abuse potential outside of it. So I'm gonna look at the creative details. Card A has a good picture (when I'm comparing a written card to an image card, I score them both without taking the picture into account, and then give or subtract a few points from the second, depending on how good/fitting the image is), and is also a more appealing Attribute/Type/Level combination. It's also more creative in general. I mean... making a Monarch support card and naming it "Servant of the Monarchs" isn't exactly the most creative thing one can come up with. Also, despite the fact that card A has potentially exploitable potential, I like the fact that it has applications beyond its original purpose - that is always good design.

So card A will have my vote.

Card A: Locks Extra Deck summons, SS a Growth token if it is Special Summoned itself (with the drawback being that you can only summon Tribute Monsters that turn), mills a WATER monster if used for a Level 7+ monster (i.e. Mega Monarchs, Tidal, etc)

I can see some usage in some generic WATER decks in addition to a Monarch build (probably with Mobius since this helps bring it out). If this were last format, I'd say that the milling effect would set up Tidal in Graveyard but it's been shot to 1 so that problem is non-existent for now [also exists for other problematic WATER monsters that rely on grave setup]

Card B: Allows an extra Normal Summon when you do so with this card, recycles self to hand when it's Tributed with a SS lock. (You can't run Extra Deck cards though to use any of them)

Essentially allows you to drop this, and then go off and summon whatever normal Monarch you like in one turn (then recycle it to hand to summon again/another Monarch or whatever tribute monster you prefer)

Tough call, but guess I'm going for card A for being more balanced. Card B's effect is somewhat similar to that of a banned card (Sinister Serpent) since it can bounce itself, despite having the SS lock. It copies it, but has more abuse going for it.

Card A might not look great at first, but it's a wonderful Kinka-byo target, and will be a force to be reckoned with the right card. Also, it makes dropping Mega Mobius a trivial task, and not to mention, it supported the Treeborn. Card B is far superior compared to Treeborn. Just..it trades extra deck with big amount of consistency, and it's more resistant to disruption compared to Treeborn. All that while still allowing you to un backrow, which is huge. Vote for A.
