Rules

2. First to 3 votes or most by 11:59 pm Pacific Time on March 17th wins.
3. Votes must have a valid reason.
4. Winner gets 1 Rep from loser.
5. I have the right to add rules.

 

Card Requirement

Create a viable RUM card. Simple, yet effective.

 

Card A

Tribute 1 monster and target 1 Xyz Monster in your Graveyard; Special Summon that target. Then, Special Summon from your Extra Deck 1 Xyz Monster with the same Type as that target but 1 Rank higher, by using it as the Xyz Material. (This Special Summon is treated as an Xyz Summon.) During your Main Phase, if you control no Xyz Monsters and your opponent controls a monster: You can add this card from your Graveyard to your hand. You cannot Special Summon monsters, except with "Rank-Up-Magic Incarnation Seal", during the turn you activate this effect. You can only activate each effect of "Rank-Up-Magic Incarnation Seal" once per turn.

 

Card B

Target 1 Xyz Monster you control; Special Summon from your Extra Deck, 1 monster up to 2 Ranks higher, by using it as the Xyz Material. (This Special Summon is treated as an Xyz Summon. Xyz Materials attached to it also become Xyz Materials on the Summoned monster.) When that monster is destroyed: You can banish it instead; Special Summon 1 of its non-Xyz Material monsters from your Graveyard.

I'm with Zanda, Card B is far too generic. Andit can recycle Xyz Materials like nobody's business.
Card A isn't that practical, but at least it has restrictions, unlike B.

Woah woah woah Card B, there's a reason why Astral Force has all those restrictions slapped on it (well not much of a reason, but still). Card A is still too good (see this post which reviews a card with similar effect) and the free add-to-hand effect is too good, but at least it's reasonable. Card B is just... blatantly broken. Card A has my vote, no question.
