Darj
Maybe drop the Dualities? As far as I know, Duality is used mostly used for its deck thinning properties, but if you have 3 for a 43-card Deck then I don't see the point of running them. What's the purpose of Genex Controller? I don't see any card that specifically searches it (e.g. Blastfan can search Remote too, which you are already running), and the space could be used for staples or something else. What exactly you do with Overseer? It can only Summon Tuners but it is a Tuner itself so you cannot Synchro with both. The only combo I see is Summoner Monk --> Overseer --> Level 3 Tuner and then go for a Synchro 6~7, but instead of bothering with that you can simply summon the Tuner you want directly with Monk. How about Divine Wind and Harpie Dancers? Accelerator and Blastfan are WIND so they can be used for Dancer and Divine Wind combos.

Dualities help me early game to get my combos and are discard fodder for Monk Controller is to be summoned by Overseer and has ~Secret Purposes~ so I need to keep at least 1 in deck Overseer is to be used with Call, Instant Fusion, Monk, and etc after having 1 monster on the field. Also, Monk can only SUmmon Level 4s so I can't summon any of my tuners with him anyway. >Divine Wind is At 1 Nah I used to run WIND genex because of birdman + Blastfan + Wind which was a really cool deck, but with Birdman and Wind at 1, the deck is dead. Darj
You are right, Monk can only Summon Level 4s; I thought it summoned Level 4 or lower monster. I feel stupid now, but I guess everyone forgets/misunderstands the exact effects of cards once in a while. I know Divine Wind is at 1 but there is Terraforming. But I understand how it can cause problems, and that it is not the greatest of ideas. I just thought it would be worth testing it.
Airride
I guess having excessive terraforming isn't AS bad with monk around, but with Birdman @1 the deck still lost so much that I feel it isn't really worth it anymore.
Darj
Yes, Birdman is Limited, but there is Harpie Dancer for bouncing and trigger Divine Wind to Summon Blastfan/Accel for their effects. But it doesn't matter anyways, because for running Terras, Dancers and Divine Wind you would have to drop a lot of cards and change the deck's theme, which I believe it is not what you look for. Anyways, how is Neutron working for you? In my opinion it doesn't look really good because missing the timing when it doesn't survive the turn hurts, and you cannot benefit from its effect with Accelerator because the Tuner would be Summoned at the End Phase. You could drop them for a 41-card Deck.
Airride
Neutron is a Level 4 that sets up Combos for your next turns. The first point alone is KIND OF needed here, considering I run 10 Tuners here.
