Meh, restricted fog is cool, second effect isn't though. 4 mana for a draw and additional land doesn't seem worth it.

 

 

 

It actually really is. Baby Jace is really good who, for 3 mana, has a -1 that draws you a card. Adding one a free land drop means you can go from 4 mana to 7 mana pretty easily. Not to mention you can ramp to this with the 0/3. Now, a plainswalker thats only goal in life is to be 2 explores glued together is underwhelming but her ability to also create localized fogs is certainly important. 

 

Strictly from a design/development standpoint I think this is a very well made card.

This really needed to be 3CMC, and it looked like they tried their hardest to make her not broken. The -1 is really the only thing I see going for her(which is powerful, but still). Her ultimate is sexy, but that +1 needed to get there is pretty mediocre. Especially with just 2 loyalty.

As I said, baby Jace is already VERY good. At 3 mana this would be WAY better. It could not exist as a 3 mana card, at least not the way it was printed. Also, her +1 isn't bad if your a control deck and keeping your opponents field more or less clear. The 2 loyalty is certainly a sticking point though.

I'll just point out that for the most part she's a 4 mana card that's worse than Divination.

She's not horrendous, but decks aren't playing just one threat to sit on unless it's Pack Rat, and unless Born of the Gods changes that then she'll be very bad for a long time. The comparison to Beleren isn't even a good one. The difference between 3 and 4 CMC is huge, as is a whole extra colour. Not to mention a lot of Beleren's use was from pre-emptively stomping Mind Sculptors. Sure, he may have been used otherwise but that's only because he does a mediocre Phyrexian Arena impression for a while.

I know VERY well that the difference between 3 and 4 mana is huge. Thats why this can't be 3 mana. Beleren still sees/saw play when TMS wasn't around. The extra color is negligible at 4 mana imo. And obviously they would need to keep the opponents board in check. IE my, "keeping your opponents field more or less clear" comment.

Except the colour is more important than that, since it means a lot of decks that would play such an effect in one colour can't play it in two. So she'll see even less play than she could have otherwise.

Also, to have to keep their board in check like that pretty much forces her to only be usable in Bant or BUG, the former of which is such a bad colour combination for control right now since none of the cards really work together.

She's also fighting with Jace for space, which seriously doesn't help at all.
