If this card has “Number 107: Galaxy-Eyes Tachyon Dragon” as an Xyz Material, it gains this effect. • Tribute 2 monsters you control; during this turn, this card can attack up to 3 monsters during each Battle Phase. Still, the negate being the generic effect is pretty good, and the fact that it prevents your opponent from doing anything with their current card is icing on the cake. Also, the negation effect isn't tied to the Ranking Up, so any LV8 can become this bad boy rather easily. 4500 ATK + Uber-Negation = WIN!!! On a serious note: *reads Rank-Up eff* the attack 3 times effect has been nerfed and doesn't seem worth it imo, the non-Rank-Up effect is simple yet quite good. To use it at all, you'd have to run Rank-Up Magic Barian's Force or Numeron Force. Those cards are horrendous dead-draws in Rank 8 focused Decks. What we need first is for C15, C40, and/or C88 to be released. Then running RUM will actually have a purpose other than this and CXyz Ultimatrainer (which isn't really any good compared to regular Giantrainer). That said, C107 still has incredible potential in Galaxy Decks, if only because of Photon Sanctuary. Things like Photon Sanctuary, NS Galaxy Knight, revive Galaxy-Eyes, Overlay for Tachyon, use Rank-Up Magic for C107, Tribute both Tokens...yeah, it's got good potential to be used, I won't deny that. Turns, out, I was wrong. It's NGEPD with a better first effect, and a less conditional but costlier second... Also a bit weird how they switched which effect needs the original Galaxy-Eyes from what NGEPD had (NGEPD needed GEPD for the negation, but not the multiple attacking. Tachy's the opposite). I always forget Ultimatrainer only requires an Xyz. Of course, since it needs Barian's Force specifically, this isn't much of a benefit. And Ultimatrainer is once-per-turn, making it less useful for Galaxy Decks to recover advantage. It'd turn that Felgrand into a bigger beater that trades Barian's Force for a draw. Seal the field, hit their monster with this, sac 2, proceed to kill them assuming their monster's ATK was 3600 or less. Realistically, what are the odds it wasn't? Even Crane will only save Xyz.
