The condition? Make a new Union Monster that interacts with Xyz Monsters.

Card A:

Once per turn, you can equip this card to a Xyz monster you control, OR unequip it to Special Summon this card in face-up Attack Position. While equipped if the Xyz monster activates an effect that would detach an Xyz material you can send this card to the graveyard instead. During either player's turn if you control an Xyz monster with no Xyz materials while this card is in your graveyard you can attach this card to the Xyz monster as an Xyz material. You can only use 1 "Bluu Psionic Infant" per turn.

Once per turn: You can equip this face-up card to a face-up Xyz Monster you control OR unequip it, then Special Summon this card in face-up defense position. While equipped to an Xyz Monster, if you would detach an Xyz Material to activate an effect, you can send this card to the Graveyard instead. You can only activate this effect once per duel. Once, while this card is equipped to an Xyz Monster, You can target the Xyz Monster this card is equipped to; Destroy this card, then Special Summon from your Extra Deck, 1 Xyz Monster with the same Attribute and 1 higher Rank, by using that monster as an Xyz Material. (This Special Summon is treated as an Xyz Summon. Xyz Materials attached to that target also become Xyz Materials on the Summoned monster). (A monster can only be equipped with 1 Union Monster at a time. If the equipped monster would be destroyed by battle, destroy this card instead.

Card A wouldn't really be used for it's union effect, it'll be just dumped into the grave somehow so you can keep reusing an Xyz's effect. Though, the rest of the effect is quite neat. Card B's Rank-up effect is quite powerful, able to send out many powerful deck-specific juggernauts, though the lack of speed and the fact that its alt detach effect is once per duel balanced it. Vota for B though, it seems to be the one who have an actual reason on why would you equip it to a monster in the first place.

Both cards have a Freezerdon-esque effect allowing them to use themselves in place of an Xyz Material, except card B is limited to one use per Duel.

Card A: Can attach itself to an Xyz w/out any materials and is reusable throughout the Duel (though it states you only get a single use of it per turn)

Card B: Destroys itself and applies a Rank-Up effect to its equipped monster; plus the standard "destroy itself in place of monster"

With that said, I vote for card B due to balance reasons and usability (card A can just recycle itself throughout duel, assuming user has Xyz Monsters w/out materials).

This is my first 1v1 review, so hopefully I don't accidentally do something terribly wrong.

Card A's main effect is the first thing that I thought of when I saw the challenge. Using up your normal summon to effectively acquire an extra material is fair, though not the best way to add material (Xyz Unit being a prime example). However, unlike many previous cards, this one is recyclable to a ridiculous point. This with a fairly large Xyz monster such as Constellar Pleiedes means easily repeatable potentially game-changing effects up to once every player's turn. The last clause prevents plenty of possible ridiculous situations, which is reassuring. Although a well-designed card, I feel that the effect may be too powerful (I can only imagine stamping this onto a Princess Cologne or similar).

Card B is similar in that it, too, will likely never be used as a monster. It can also be used to substitute for a detached material, but only once (which balances it greatly). The rank-up effect is clever on a monster, and could become very amusing with cards such as Roll Out! Overall, it seems quite balanced, and if it were to come out IRL I would definitely make some strange deck based around it.

Gonna have to go with Card B, due to creativity and Card A's potential for repeated game states.
