Alright, question:

 

My E4 Member likes to help out the next generation of trainers, and one of the ways he does that is by having the sixth member of his team always be a young, untrained Pokemon that he plans to give to the really promising trainers he meets. The problem is, that young Pokemon in this case is a Duel Monster... and he already has the maximum two Duel Monsters on his team. Since it's an untrained Pokemon that he doesn't plan on using himself, would it be allowable for him to have a third duel monster on his team?

 

Edit: Also, are the Elite Four Members allowed to start with a Mega Stone?

Name: Dexter Soluda

Trainer Type: Elite Four

Hometown: Metaljoint Town

Appearance: Dexter Soluda looks like this, only (and this is important) without the magic staff. Or the wand. Or the blood. [spoiler="what he looks like]

[spoiler="Personality:"] Dexter is a hot-blooded young man who's almost never seen without a big grin plastered across his face. He often lets the heat of battle run away with him, or the heat of anything else really -- when things get exciting, he starts hamming it up more and more. He's always a very much larger than life presence.

 

Dexter has something of a casual interest in the new "pokemon" that have appeared, and will often get distracted when he sees a new one. He's also very interested in the new generation of trainers; whenever he meets one he thinks is promising, he will always give them something. That something is usually a Friend Ball, but the sixth member of his team is almost always a young Pokemon intended as a gift for the next really promising trainer he meets. He is also constantly challenging the Champion for their position, and always losing. His vying for the spot borders on annoying, something not helped by the way that he fits a lot of the stereotypes that people have for the Champion (i.e., wandering the countryside in his spare time helping out promising trainers).[/spoiler]

[spoiler="History:"] Born and raised in Metaljoint Town, even from a young age everything Dexter Soluda touched turned to gold. He was the kid who found the one guy on the playground willing to buy his pizza crusts off of him, the kid who stored his Halloween candy so he could sell it a month later, the kid who was making money at age 9 selling apricorns off the tree in his back yard. At a young age, he set off on his Pokemon journey and reached the top at a record pace. Rumor has it that he's only lost once, not just at Pokemon, but at anything, and that to the champion. This is very far from true of course, but with his track record many people find it believable.

 

A lot of his money and free time have gone to his brother, who's going to college at Metaljoint town. Due to his brother's constant mistakes, he often needs Dexter's support to get him out of trouble, support that Dexter is more than willing to give even if the necessity of it makes him sad. He's always wanted his brother to become a trainer like himself, but his brother always put it off. He often gets gifts for his little brother, and the most recent one is something very special that he hopes will encourage him to start training his Pokemon. Before he could give it to him on his next visit home however, his brother vanished -- and given certain events that occurred around the time of the disappearance, he's concerned that Team Pucelle may be responsible.[/spoiler]

Possessions: Dexter has a large number of Level Balls, made from the red apricorns in the tree from his backyard growing up. These are the balls he usually uses for catching Pokemon. However, he will often give them to promising trainers, and he keeps a number of items for giving to said trainers rather than for his own use.

[spoiler="Elite 4 Information:"]

 

Theme: Guns

E4 Area Description: The stairs to Dexter's Battleground go out of the building to arrive on the roof -- and since the Pokemon League is underground in a plateau*, his battleground is massive, a plateau-top desert over a mile across. He has a small cabin near the edge that he often sleeps in and such, and near it is a hidden elevator to the rest of the E4 building. He takes great care to make sure that the skies are sunny and clear whenever a challenger arrives, something that often hobbles him due to the number of water Pokemon on his team. He considers it a fair handicap though, since it powers up just as many of his Pokemon as it powers down.

 

*I'm assuming that the precise location of the Pokemon League hasn't been determined yet. If that isn't the case, let me know and I can change this.

 

Other notes: Dexter has 1 less Pokemon on his team than the other Elite Four. Also, two of his more powerful Pokemon are weaker in his constantly sunny arena due to being Water types. To make up for this, he trains his team to have more raw power at their disposal at the cost of flexibility, focusing their training on putting more power behind their moves. As a result, his Pokemon are very strong stat-wise -- in game mechanics terms, they'd be about 5 levels higher than what would normally be expected for someone of his position -- but lack access to non-attacking moves. His Magmortar is the exception to this training policy. This lack of flexibility means that while his Pokemon have significantly more raw power than the other three members of the Elite Four, most people who have battled them say that he is the third toughest member to defeat rather than the strongest of the four.[/spoiler]

Ability: Mega Launcher

Personality: Dexter's Clawitzer is surprisingly hot-blooded for a shellfish. When it comes to battles, he gets just as fired up as his trainer, and often seeks out those same battles, though he doesn't push it if someone doesn't want to fight. He also tries to act like a gentleman at all times when he's not fighting -- in short, he tries to imitate the behaviors of his trainer, and those behaviors are just plain weird when coming from a shrimp.

Moves: Water Pulse, Hyper Beam, Flash Cannon, Aura Sphere, Sludge Bomb, Ice Beam

Held Item: Focus Band or Metal Coat, depending on his mood.[/spoiler]

Gender: Male

Ability: Torrent

Personality: Supremely confident in his ability to crush any opponent, Dexter's Blastoise has the odd habit of acting like and even believing he's the biggest Pokemon in the room, even when one of the other Pokemon in the room is something like a Wailord. He used to be something of a bully before Dexter got him out of the habit.

Moves: Hydro Pump, Water Pulse, Aura Sphere, Dark Pulse, Flash Cannon, Blizzard

Mega Evolution: Dexter used to carry around the mega stone for his Blastoise, but his curiosity about the new Pokemon lead to him exchanging it for the mega stone for one of his newer Pokemon...

Gender: Male

Ability: Flame Body

Personality: Somewhat anti-social, he often lurks in a corner trying to avoid being seen so that he won't have to interact with anybody -- something that doesn't work very well due to him, you know, being made out of fire. He's very supportive of others, even his opponents; he's the sort who would tell a defeated Pokemon that they did well and shouldn't feel bad about losing, even if they belonged to someone evil. Or he would, if he could speak. Which he can't. Because he's a Pokemon.

Moves: Fire Blast, Flame Burst, Solarbeam, Sunny Day, Substitute, Hidden Power Ground

Gender: Male

Type: Steel/Fighting

Ability: High Noon: His moves gain priority while in Sun.

Personality: Is very much a no-nonsense sort of Duel Monster. He is very quick to get fed up with the rest of the team's antics, or any other things he considers silly. He also has little patience for Pokemon who serve evil trainers, due to his strong sense of THE LAW justice.

Moves: Aura Sphere, Flash Cannon, Psycho Cut, Fury Cutter, Charge Beam, Power Gem

Evolutionary Line: Quickdraw Synchron (Pure Steel Type)--> Gagaga Cowboy (Pure Fighting Type)-->X-Saber Wayne

Base Stats: High Special Attack, slightly lower Physical attack, decent speed and slightly above average physical defense, rather low everywhere else.

Type: Steel/dragon

Ability: Single-Tap (Doubles the accuracy of one-hit-KO moves).

Personality: Not particularly bright. Not stupid per se, just simple-minded and straightforward. Dexter points at something, he shoots at it until it stops moving, then he waits for Dexter to point at something else.

Moves: Roulette (Steel-Type, no damage, 30% chance of a 1 hit KO (Doubled to 60% by ability). Base accuracy becomes 45% when used in a double or triple battle, but it targets a random Pokemon, including the user's allies), Sheer Cold, Rock Blast, Dual Chop, Bullet Seed, Spike Cannon

Evolutionary Line: Twin-Barrel Dragon (Pure Steel)-->Blowback Dragon (Pure Steel)-->Barrel Dragon +~>Gatling Dragon (See below)

Base Stats: Good physical attack, slightly above average hit points, high physical defense, low special attack and special defense, mediocre speed.

Hometown: Goldenrod City, though recently moved to Metaljoint Town

 

[spoiler='Appearance] Kevin Braxton is rather average, being 5'8'' and 193 pounds. His chestnut-brown hair only falls down to his cheeks, though not covering his baby-blue eyes, his slightly thin eyebrows, or the small mole on his right cheek. He usually wears a brown jacket with a shirt underneath, and blue or gray sweatpants or jeans, depending on what he pulls out. Underneath those clothes, Kevin has a decent amount of lean muscle, making him more active than you might think. He also wears a checkered fedora with a yellow strip, because he thinks fedoras are cool. He wears black sneakers on his feet, and has an orange backpack with all of his stuff. Other than that, he seems to be perfectly healthy to anyone looking at him, and this is true. [/spoiler]

 

[spoiler='Personality:'] Kevin is laid-back and simple-minded, though not necessarily stupid. While he does have the capabilities to think in-depth, he also understands the simpler things of life and other things. He has seen a lot of things during his time in Goldenrod, often observing city life, and seems to show little change in his calm emotion, though he can be angry or laugh at something. He is usually quiet with others, often humming or grunting or responding with other sounds or small words. In battle, he stays calm and analyses the situation at hand, making plans and strategy on the fly. [/spoiler]

 

[spoiler='History:'] Having lived in Goldenrod for most of his life, Kevin was raised alone by his mother in an apartment complex. Even then, she worked early night shifts, and

often hired a baby sitter until he was 11-12 years old. By that time, Kevin was often bored. So he often left the apartment and explored the city, or sitting on a bench and watch the world go by. Little by little, he began to notice things in people and pokemon. Small things. Like how some businessman who rushed by was clutching his briefcase and was sweating, or how some old lady asked some people to help her cross the street, and that sinister look and glisten in her eyes as she pickpocketed the strangers of their money and stuff. He eventually learned how to tell how a person or Pokémon feels or how they will attack someone or something else. By the time he was twenty, he was working part-time at the local bike shop, advertising bikes to the general populace. At this time, his mother received news that she was being transferred to Metaljoint Town, in the far-off Apocrypha region. So Kevin and his mother packed up, moved out, and settled in Metaljoint Town. By that time, Kevin developed a bit of wanderlust, and it wasn't until today that he would finalize his decision of going on a journey and see what the region had to offer. [/spoiler]

Ability: Blaze
Personality: Flare, like most fire-types, has a hasty nature, and tends to rush into things. However, he understands and will mostly follow Kevin's orders to a certain extent. He enjoys fighting, and wishes to better himself.
Mega-Evolution Ability: Move Adapter: can change type between fire, fighting, and steel, depending on the move used. For example, using a flamethrower makes him a fire type, using a fighting type move changes him into a pure fighting type, and so on for those three types.
Moves: Taunt, Fury Swipes, Incinerate

Base stats: Good Attack and Defense, Moderate Special Attack, other stats average.

Mega-Evolved form: mega_infernape__by_iqbalputra-d6hm16v.jp

Attack, Defense, and Speed rise by about 20-30 stat points.

Ability: Pixilate

Personality: Desu is rather shy, and prefers quiet, gentle, and wise people like Kevin, who is currently the only one she trusts fully, other than Flare. She has the capabilities of speech, but she speaks softly. However, she can hold her own in battle, even though her stats are generally below average compared to over Pokémon at the moment. Warning: Increased exposure to Desu and her Baby-Doll Eyes move can lead to eyes rolling back, foaming at the mouth, temporary speech loss, temporary paralysis, diabetes, stroke, and/or death by cuteness. If you have heart problems or are pregnant, keep your eyes away. The first time Kevin met Desu, she used that move on him, and nearly caused a stroke. No, I'm not making this up, that cuteness has the potential to be weaponized, though Kevin nor Desu use this tactic often.

Evolutionary line: Evolves to Madolche Puddingcess with high friendship while holding the item Whipped Dream. Evolves again to Madolche Queen Tiaramisu at level 50.

Moves: Fairy Wind, Flash, Baby-Doll Eyes

Base stats: Decent HP and Speed stat, below-average to everything else [/spoiler]

Appearance: At about 6’3 Seth has a pretty respectable height that is accentuated by his strong build, while not completely buff Seth is no slouch and trains regularly alongside his pokemon, not wanting to rely on them for everything Covered by his clothes one couldn’t see how well built he has made himself by fighting against Pokemon and Monsters. Most other members of Team pucelle don’t like to look him in the eyes as he normall gives a rather dark glare from his Heterochromatic Gold and Crimson eyes. While he does wear an overcoat with team pucelle’s Emblem, he normally wears it like a cape draped over his shoulders. Underneath he has a tight solid black v-neck shirt with a belt across his chest in which he keeps his assorted pokeballs. He also wears Black Cargo pants where he seems to carry assorted snacks such as beef jerky and cheese sticks, as his missions keep him away from headquarters often.

 

Personality: Seth is extremely stoic and intimidatiing,Speaking when he feels he needs to, when he does speak it may be inaudible as he doesn’t really want to start a conversation. However it has been noted that if anything were to happen to his pokemon he becomes loud and violent, Only able to be calmed by the move sing, or just a very beautiful song in general.

 

History: Years ago in a far off Region Seth lived quite happily in his town, nothing like what he is now, he loved his family and one of his biggest aspirations was to be the champion of his region, however he laways felt that his biggest dream was not to fight pokemon with pokemon, he wanted to feel the power himself, the ability to swim great distances, push boulders with ease and his greatest wish was to fly. He would venture off into the woods often, climbomg from tree to tree to get higher into the air. One day, as fate would have it, as he was climbing, he spotted a pack of poochyena chasing after a blue ralts, she seemed to be holding a berry that they wanted and attacked her for it, he jumped to defend her and only managed to get themselves both bit repeatedly, the berry gone and the ralts hiding under a tree afraid to come out until he reached his hand for hers.

        The two soon bonded as she took a liking to the name Twilight, the time of day when they both became friends and when they decided that their times of pain were behind them. At the age of ten he began his journey like many other trainers, Twilight at his side as they set forth to conquer the region, however Twilight was not very strong at the time, and as such she had many difficulties staring out, and while Seth defended her in wild encounters, he could not fight for her in Trainer or gym battles, and for her safety he threw away his dream to become champion and dedicated his time to preotecting her and their future friends, all whom Seth met when they were in trouble, or simply alone and outcast from their species.

        Through love and tust his pokemon grew, far more powerful then when he had started, but his dream seemed so far off now, and all he cared about was raising his pokemon family as far away from battling as possible, eventually leading him to the apocrypha region, Despite his goals something led him to Team Pucelle upon first arriving, he couldn’t go back to being a pokemon trainer, he wanted somewhere where his pokemon could be safe, and maybe, just aybe, if he joined the other side, they would never target them. But this didn’t last, his obsession with safety led to them being neglected from then on, Twilight observing how he had changed, she feels it may be her fault, had she lent her own strength against the poochyena years ealier, maybe he wold trust them to fight, but now he’s stuck, in a world where his dream of being champion is just a far off fantasy, and the harsh reality is she’s losing him because she’s afraid. The only gint of hope she sees left is that his love for the underdog still shines true, and he decided to protect what was considered a worthless Duel Monster just a year ago, a small child with low attack power, just like her.

 

Others: Despite Seth’s demeanor, he is occasionally found giving treats to small pokemon, and after wrestling with a Rhydon or a Machamp, he heals them of their injuries when done. He doesn’t seem to take care of himsef often though, and doesn’t like other Team Pucelle members to get near his pokemon or duel monsters.[/spoiler]

Nickname: Twilight

Gender:Female

Ability: Trace

Mega Evolution Ability: Pixilate

Personality: A modest young Gardevoir, normally keeping herself reserved and away from others, she does this mainly to keep attention away from herself and reserves her true emotions for Seth. While she has grown powerful over the years she only fights if she has Seth’s permision, though she wishes he would rely on her more often. Normally she prefers traveling alongside Seth but does occasionally travel in her Premier ball when Seth is Surfing or going through a dark cave.

Moves: Calm Mind, Dazzling Gleam, Psychic, Shadow Ball, Hyper Beam

 

Pokemon: Mawile

Nickname: Serenity

Gender:Female

Ability: Hyper Cutter

Mega Evolution Ability: Huge Power

Personality: The tough girl of the group, always trying to prove shes stronger then the other girls especially since she’s shorter, but she does have a good friendship with them and will always stick up for them is she sees they’re being mistreated by the “tougher” pokemon. When she’s upset with Seth she tends to bit his hand with her maw.

Moves: Iron Head, Play Rough, Sucker Punch, Swords Dance

 

Pokemon: Froslass

Nickname: Yuki

Gender:Female

Ability: Snow Cloak

Personality: Kind and caring, Yuki is the shy one of the group, keeping herself reserved from the other pokemon and normally seen appearing and disappearing behind Seth’s back, which adds her ghostly aura to his scary demeanor. However, she means well, and is normally the one to calm him down with her song.

Moves: Blizzard, Ice beam, Ominous Wind, Destiny Bond

 

Pokemon: Gothitelle

Nickname: Eve

Gender:Female

Ability: Competitive

Personality: The most clingy of the girls, and the most proud of her strength, Eve seems to have a very one sided rivalry with Twilight to see who is the strongest of the two, Twilights Amazing Special Attack is only matched by her own Special Defense, and while Twilight doesn’t seem to put much mind to it, Eve takes things very seriously, She refuses to be second best to her.

Moves: Psychic, Light Screen, Thunderbolt, Toxic, Trick Room

 

Duel Monster Name: Card Ejector (Nicknamed Mana)

Gender:Female

Type:Psychic

Personality: Shes very open about the world, and wishes to see it all alongside her new “Big Brother, she finds it ironic that such a scary looking man normally has such cute looking pokemon, but thinks it’s a unique twist on things.

Moves: Attract, Cute Charm, Confusion

Evolutionary Line: Evolves into Dark Magician Girl at Level 25 [spoiler= Mana] 2ln96vb.png[/spoiler]

Base Stats: Her attack is pitiful and her defense is only average, as a spellcaster she excels in Special Attack, but with her current abilities she is more prone to a higher special defense, HP and Speed being average as well.

Through love and tust his pokemon grew, far more powerful then when he had started, but his dream seemed so far off now, and all he cared about was raising his pokemon family as far away from battling as possible, eventually leading him to the apocrypha region, Despite his goals something led him to Team Pucelle upon first arriving, he couldn’t go back to being a pokemon trainer, he wanted somewhere where his pokemon could be safe, and maybe, just aybe, if he joined the other side, they would never target them. But this didn’t last, his obsession with safety led to them being neglected from then on, Twilight observing how he had changed, she feels it may be her fault, had she lent her own strength against the poochyena years ealier, maybe he wold trust them to fight, but now he’s stuck, in a world where his dream of being champion is just a far off fantasy, and the harsh reality is she’s losing him because she’s afraid. The only gint of hope she sees left is that his love for the underdog still shines true, and he decided to protect what was considered a worthless Duel Monster just a year ago, a small child with low attack power, just like her.

Others: Despite Seth’s demeanor, he is occasionally found giving treats to small pokemon, and after wrestling with a Rhydon or a Machamp, he heals them of their injuries when done. He doesn’t seem to take care of himsef often though, and doesn’t like other Team Pucelle members to get near his pokemon or duel monsters.[/spoiler]

Pokemon: Gardevoir (Shiny)
Nickname: Twilight
Gender:Female
Ability: Trace
Mega Evolution Ability: Pixilate
Personality: A modest young Gardevoir, normally keeping herself reserved and away from others, she does this mainly to keep attention away from herself and reserves her true emotions for Seth. While she has grown powerful over the years she only fights if she has Seth’s permision, though she wishes he would rely on her more often. Normally she prefers traveling alongside Seth but does occasionally travel in her Premier ball when Seth is Surfing or going through a dark cave.
Moves: Calm Mind, Dazzling Gleam, Psychic, Shadow Ball, Hyper Beam

Pokemon: Mawile
Nickname: Serenity
Gender:Female
Ability: Hyper Cutter
Mega Evolution Ability: Huge Power
Personality: The tough girl of the group, always trying to prove shes stronger then the other girls especially since she’s shorter, but she does have a good friendship with them and will always stick up for them is she sees they’re being mistreated by the “tougher” pokemon. When she’s upset with Seth she tends to bit his hand with her maw.
Moves: Iron Head, Play Rough, Sucker Punch, Swords Dance

Pokemon: Froslass
Nickname: Yuki
Gender:Female
Ability: Snow Cloak
Personality: Kind and caring, Yuki is the shy one of the group, keeping herself reserved from the other pokemon and normally seen appearing and disappearing behind Seth’s back, which adds her ghostly aura to his scary demeanor. However, she means well, and is normally the one to calm him down with her song.
Moves: Blizzard, Ice beam, Ominous Wind, Destiny Bond

Pokemon: Gothitelle
Nickname: Eve
Gender:Female
Ability: Competitive
Personality: The most clingy of the girls, and the most proud of her strength, Eve seems to have a very one sided rivalry with Twilight to see who is the strongest of the two, Twilights Amazing Special Attack is only matched by her own Special Defense, and while Twilight doesn’t seem to put much mind to it, Eve takes things very seriously, She refuses to be second best to her.
Moves: Psychic, Light Screen, Thunderbolt, Toxic, Trick Room

Duel Monster Name: Card Ejector (Nicknamed Mana)
Gender:Female
Type:Psychic

Personality: Shes very open about the world, and wishes to see it all alongside her new “Big Brother, she finds it ironic that such a scary looking man normally has such cute looking pokemon, but thinks it’s a unique twist on things.
Moves: Attract, Cute Charm, Confusion
Evolutionary Line: Evolves into Dark Magician Girl at Level 25 [spoiler= Mana] 2ln96vb.png[/spoiler]
Base Stats: Her attack is pitiful and her defense is only average, as a spellcaster she excels in Special Attack, but with her current abilities she is more prone to a higher special defense, HP and Speed being average as well.

I can identify one flaw - Cute Charm is an ability.

Well, apart from that, I'm fine. There isn't actually a fixed personality for the evil team.
