This card is based of "Red-Eyes Zombie Dragon"

Effect:Cannot be Normal Summoned/Set. Must be Special Summoned by the effect of "Frozen Zombification". When this card battles an opponents monster, you can increase this cards ATK and DEF by 300 and decrease the monster battling this cards ATK by 600 until the End of the Damage Step. This card can only be destroyed by battle with a LIGHT, FIRE or WIND monster. You can only control 1 face-up "Blue-Eyes Frozen Dragon".

TBH, this card doesn't resemble Red-Eyes Zombie effect-wise (I'm assuming you were referring to being a Zombie counterpart); in which case the ATK/DEF should be same as the original (3000/2500).

 

That aside though, effect is okay (decreasing ATK to make it easier to destroy something is decent, but the initial ATK gain effect implies that it increases infinitely when it attacks a monster). In the short run, it's not too bad but if this card stays on the field for long periods of time and attacks, the ATK/DEF will get high quickly. For its destruction effect, basically like Five-Headed Dragon, except no immunities to FIRE or WIND monsters, but it's still good to keep this card on the field (provided opponent doesn't remove it with monster effect, etc.)

 

As for this card being a Nomi; only being able to be summoned by the provided card; since you said this was based on Red Eyes; I think this shouldn't have that restriction due to the fact REZD doesn't (just requires you to Tribute a face-up Zombie to SS; or the normal 2 monsters). It essentially is like Blue-Eyes Shining in terms of summoning (need to sacrifice/send BEWD with Frozen & it's Nomi)

 

Overall, it's an okay card but the work needed to bring this out, coupled with its effects (while decent) might not make it worth the effort. (Protection is good though)
