Card requirement:

 

Makes a Level 8 Dragon-type effect monster card.

This card can only be summoned by Special Summon or by Tributing 2 Earth Monsters. While this card is Face-up on the field, Earth Monsters cannot be the target of any Spell Cards. Once per turn, you can tribute 1 Dragon-Type monster to Special Summon 1 Earth Monster. This card cannot attack the turn this effect is activated. When this card is sent to the Graveyard, select one Trap Card in your graveyard and add it to your hand.[/spoiler]

When this card attacks a monster whose level stars are lower than this card, before damage calculation: That monster loses 700 ATK and DEF. During damage calculation, your opponent can choose to take 1000 damage instead of the calculated damage.[/spoiler]

My voting actually depends on the grammar, because one of the cases is confusing. 
Card A: SS an Earth Monster from where? Same with Dragon Tribute?

 

My vote goes to A if this is cleared up in a way that makes more sense.

I like A overall because it protects EARTH monsters in many unique ways. SS them, protects from Spells, and even tool boxes a trap. 

 

Card B: Nice idea with choosing to take a certain amount, but that can be abused. Card A kinda outshines it, but Card B does have its own merit. Reducing attack but 700 is actually pretty efficient.

Both cards need a bit of OCG work, but barring that:

 

Card A has lower ATK, in fact for a level 8, the ATK is absurdly low, but DEF and the ability to summon monsters (you never clarify where from) makes up for it. The ease that you can summon earth monsters (Marauding Captain and Goblinburg for starters) means it shouldn't be that hard to summon it. The tribute and attack restriction helps keep it's summon ability balanced, but was the trap returning ability really necessary? overall it's a good card, that would actually be a lot better once the OCG got fixed.

 

Card B has better ATK and the ATK reduction is permanent (apparently), and that's actually a good mark in it's favor, but now that XYZ monsters exist, the ATK reduction isn't as useful when it has levels attached to it, attributes would have been better. also, the option for your opponent to take 100 damage instead is nice, but due to the wording (if it wasn't intentional), it really messes with the ability to hurt your opponent's LP, meaning it cant to much by way of battle damage. after that is the fact that it has to be a higher level (not equal to or lower) and you get a card that can't really do anything in a heated match, especially since level 8 monsters and XYZs are very prevalent in the game.

 

So overall, card A wins, it does a bit too much in my opinion, but card B sadly, does too little with what it has, and what it does do, it can't do well enough to earn the win.

Like stated above, they both need a lot of OCG work.

 

But card A is like 3 notches above B. Card B's last effect basically ruined the card.

 

My main problem with card A is that it does not state where the EARTH monster is Special Summoned from.

 

Other than that my vote is for card A.
