I'm inclined to think that "they" in Attraffic Control applies to the opponent. (Confirmed by referencing the Japanese text.) So, even if Vennominaga has immunity to everything else, Attraffic Control restricts the opponent's ability to even declare an attack with it. This same line of logic applies to things like Threatening Roar, where your opponent is the one being affected.

 

Of course, if the "they" in Attraffic Control's text means the monsters, then Vennominaga is immune to that.

Back to your question, Vennominaga won't be affected by Attraffic Control (Its effect states "This card cannot be targeted by, and is unaffected by, Spell/Trap effects and other Effect Monsters' effects.")

 

Thus, unless Skill Drain or something that negates effects is on the field prior to you summoning this card; it shouldn't be affected.
