My first Xyz monster and it is designed to help against enemy Xyz monsters. I'm all ears to feedback.

Effect:3 Level 9 Dark Normal monsters
If this card attacks an Xyz monster while this card has Xyz material;banish that Xyz monster and detach 1 Xyz material from this card. If this card is selected as an attack target, detach 1 Xyz material attached to this card;this card cannot be destroyed by battle and you take no Battle damage from battle involving this card. When this card has no Xyz materials, remove this card from play and Special Summon the Xyz monsters banished by this cards effect and Special Summon this cards Xyz materials in face-up Defense position.

Galaxy-Eyes Photon Dragon called. It wants its gimmick back.

That said, GEPD already outclasses this card in several ways, and that's before we even get to Neo-GEPD. Let's have a look.

3 Level 9 DARK Normal monsters

Right, that's a very, very tight Summon restriction. Even if you loosen this card's Summon restriction to "3 Level 9 monsters", it's still rather difficult to pull of since it'll usually involve a stunt with Galaxy Queen's Light or the like. Adding "DARK Normal" to this makes this card nigh-impossible to Summon, and in comparison, Neo-GEPD is easier at "3 Level 8 monsters".

So, with such a tight Summon restriction, I should expect an incredibly awesome effect, or at the very least, decent stats, right?

At the start of the Damage Step, if this card attacks an Xyz Monster: You can detach 1 Xyz Material from this card; banish that monster. If this card is targeted for an attack: You can detach 1 Xyz Material from this card; until the End Phase, this card cannot be destroyed by battle and you take no battle damage from battles involving this card. When this card has no Xyz materials: banish this card, then Special Summon the Xyz monsters banished by this card's effect, and the monsters in the Graveyard that were used for this card's Xyz Summon, to their respective owners' sides of the field in face-up Defense Position.

We have this, on a 100/100 body. Eh.

Automatically banishing an Xyz monster that it attacks? Awesome. At the cost of an Xyz Material? ...Acceptable. Means we can only do this a maximum of 3 times.

Protecting you and its tiny body from retaliations? Cool. At the cost of an Xyz Material? Acceptable, but this is where things complicate a little, because with the opponent prone to retaliating, especially with non-Xyz Monsters, its Xyz Materials can get chewed up fast. I won't be surprised if the Xyz Material get used up for these purposes in this specific order: banish an Xyz -> protect itself from the inevitable retaliation -> banish another Xyz.

Ah, and then it runs out of Xyz Material, where it immediately banishes itself, and replaces all the monsters that have been involved with its Summon and effects. Considering that all monsters Special Summoned have no effects to activate (barring the occasional Xyz Monster that does have an effect which doesn't need Materials), this could result in an interesting retaliation against the suddenly-powerless Xyz Monsters... if the Material monsters were sufficiently strong enough in the first place to take down the Xyz Monsters bare-handed, and if they weren't all in Defense Position.

So, was all this trouble worth the incredibly tight Xyz Summon restriction? Not quite. It would help if only one of its effects didn't require detaching Materials, and if it had an additional degree of protection against other card effects (like other Xyz Monsters).

Previous poster is correct, there are no Level 9 DARK Normal Monsters in general (that I know of at least) and also just look at this as well:

2 Levels have nearly no Monsters in them, Level 9 and 11. So pulling 2 Level 9's will be really hard to pull out Monsters to pull this out in the first place.... Then the Restictions make it seem like its a TCG Exclusive that Konami gave us with the spoiler: "Good luck playing this junk"

In short, I'd change the Summoning conditions in general. Maybe to a better Rank or at least not restrictive and only 2 monsters needed.

Card Design: 9

I love the picture you put on the card, and the name "Xyz Destroyer: X-ile" is genius. The only reason I'm not giving you a 10 is maybe you could've "metaphorized" it (whatever that means), and no card design is perfect.

Usability: 1

When are you going to get three Lv. 9 DARK Normal monsters on the field at the same time?

Effect: 6

Taking card of enemy Xyz is a nice effect, and the protection is pretty sweet, but it eats up materials way too fast. Also, the last clause undoes all of this guys damage, but does leave some defense for you.

Attack and Defense: 2

With this guys summoning conditions, his attack and defense should be 9999/9999. Any other non-Xyz monster can take this guy out in a millisecond. Also susceptible to Fissure.

My advice on making it a better card

1) The Xyz summoning conditions are WAY too strict. Get rid of "normal" in the Xyz summoning conditions, and make him a lower rank.

2) Give him a higher attack body. At least 1500/1500 would be nice.

3) Either change or get rid of the last clause. Maybe add an effect that attaches xyz materials to him?

I've changed it up. I've given it 2000 ATK and DEF, easier materials, changed the OCG and given it an extra effect.

New Effect:3 Level 8 Normal monsters
At the start of the Damage Step, if this card attacks an Xyz Monster: You can detach 1 Xyz Material from this card; banish that monster. If this card is targeted for an attack: You can detach 1 Xyz Material from this card; until the End Phase, this card cannot be destroyed by battle and you take no battle damage from battles involving this card. When this card has no Xyz materials, banish this card and  then Special Summon the Xyz monsters banished by this cards effect and the monsters in the Graveyard that were used for this card's Xyz Summon, to their respective owners' sides of the field. Once per turn you can attach all Equip Spells equipped to this card as Xyz materials.
