Card A.

It is an interesting concept and somewhat slow but it's bound to keep returning, so other Xyz monsters will either run out of Xyz materials or be sent to the extra deck. Your opponent will probably chose to leave it alone as to not trigger its effect. I'm not too sure about how balanced it is; I feel that one should be able to control only one copy of it. I still like to the concept, however, and the flavor of this card is unique. You can potentially destroy this with cards of your own in order to trigger its effect, as well.

Card B.

This card also is quite unique, but the design troubles moreso than the first card's. When it is summoned, Special Summoned monsters go to the opposite decks. Primarily, that means that Xyz monsters of your opponent will go to your Extra Deck. This can completely shut down your opponent's strategies, as that monster could be a vital part of it. Of course, your opponent will then have access to "Add + Sub" which means that he potentially do the same. However, he will have to actually draw the card, and even if he does, it is unlikely he or she will cause damage even remotely similar in magnitude, since you'll be well aware of the possibility. Card B can permanently cripple a strategy, costlessly.

Ergo, my vote goes to A.

Card B is a free-to-go cockblock which can go off any time it wants because the condition for its summon also happens to be its activation requirement. Not only that, but since it returns to the Deck because it Special Summoned itself, its own effect will let you search it. Meaning you ALWAYS have your cockblock ready, every turn, perfectly capable of never letting your opponent do ANYTHING. That, you see, it quite bad card design. It restricts interaction a while lot.

Meanwhile Card A's lack of a use for its Xyz materials is interesting, and the flavor resembling Madolce is quite welcome and rather clever. It only has one use before being destroyed though, so Madolce usually wouldn't go into it if they could rather go into Tiaramisu. And I'm not sure what other niches a 2 Level 4 Spellcaster-specific Xyz has.

Still I'll go for A, I see it as superior in nearly every aspect.

Card A gets my vote.

Although I find its lack of using materials a bit awkward (while it has an effect that uses counters, ignoring the materials altogether), it's more balanced and playable IMO; despite only have 1 use before getting killed. Plus, the concept of this card is understandable, as opposed to the other one. (Out of context, this could be a possible new Madolche support card/monster given its theme)

Card B, on the other hand, like the previous two posters have mentioned (in fine detail), is essentially blocking whatever your opponent would like to do: for free. While the concept of returning SS monsters to opposite Decks is interesting, it can/will backfire at some point (if it ever happens due to what was mentioned in point 1).
