I mean, Hulk is physically stronger, at least if he gets to build up enough anger to get stronger. Thor have more magical powers due to his hammer. Plus, remember that Thor has Mjolnir. Hulk may be strong as fook, but Mjolnir packs one hell of a punch. Honestly, I'd say a tie would happen in a fight between the two. Hulk's Power is not infinite. He can enter a stage of Absolute Strength (Limitless Strength) when at Ultimate Rage Level. Since I'm not a big comic book fan, I cant say for certain, but that doesn't mean I don't like to read. Not entirely sure of all the powers of the Hulk and Thor, but still enough to enjoy them. The sheer fact that he has to shift gears into different stages proves that Base Hulk's strength cannot be greater than his strongest stage's strength. For instance, the Hulk can find something he's not strong enough to do, and just get angrier until he can do it. Of course, Thor could get stronger through physical training and such, but is there anything showing he can't peak out? If he can get infinite rage, he has unlimited strength, but NOONE has unlimited rage, so that makes Hulk not infinite strong. Doesn't it? Exactly. Of course, this is only taking into account strength. His other abilities, such as his endurance and healing, also scale with his anger. At some point even Thor would have a hard time dealing any major damage to him. Thor has a huge healing factor too. And he can go MONTHS in a single fight without rest. Hulk lift a mountain weighing 150 billion tons. Impressive Thor lift World Serpent weighing the Earth (which is around 5,972,000,000,000,000,000 tons). It's a big difference in weight here. But there's nothing to say Hulk couldn't get angry enough to overpower Thor, even without infinity.
