A Normal Summonable monster shouldn't have a negation effect, especially a Lightsworn with formidable stats. I suggest a pretty darn strong cost or simply a rehaul. Dear god, you suck at making balanced cards. Not to mention that it's easy to get out, given that Lumina / Charge exist in the LS archetype. I mean, look at Celestia. Liz doesn't fit the overall theme nor the time period. Image: Besides some blurriness, it fits reasonably well. Balance: No, just no. You're throwing on a free negation on a quick effect on a card that is searchable through Minerva, inconsequentially revivable with Lumina, and you're still milling. Judgement was slightly more universal than this card, it actually had a substantial cost, and it is still banned. Suggestion is to at the very least make it a higher level. Zanda, advanced clause. Mill decreased to 2 and ATK stat 2100 would probably be more balanced. Not something I'd like to see in the game, but somewhat balanced none the less.
