If you control a face-up monster with 2400 or 2800 ATK and 1000 DEF: You can Special Summon this card from your hand or Graveyard. This card cannot be Tributed, except for the Tribute Summon of a monster with 2400 or 2800 ATK and 1000 DEF. This card cannot be used as a Synchro Material Monster. If this card is sent from the field to the Graveyard: You can send 1 "Advisor of the Monarchs" from your Deck to your Graveyard. You can only use each effect of "General of the Monarchs" once per turn.

If you control no monsters: You can Special Summon this card from your hand or Graveyard. Once per turn, this card cannot be destroyed by battle. This card cannot be Tributed, except for the Tribute Summon of a monster with 2400 or 2800 ATK and 1000 DEF. This card cannot be used as a Synchro Material Monster. If this card is sent from the field to the Graveyard: You can send 1 "General of the Monarchs" from your Deck to your Graveyard. Essentially, these are meant to be a reliable Tribute engine for the Monarchs that allows them to use their more recent S/T support, as well as permanent backrow in general.  You would Tribute 1 of them for a Monarch, and this triggers their effect that sends the other to the Graveyard.  Each one covers the two possible situations which you'd often encounter when playing Monarchs, which is either having a Monarch out or having no monsters at all out.  If neither of these situations is the case, you have something to Tribute for a Monarchs regardless. 

 

The restrictions on them prevent them from being Tributed for anything, including Cannon Soldier, Plasma and Light and Darkness Dragon.  They also cannot be abused in Synchro decks either, and each of them can only dump and Special Summon themselves once per turn.  Furthermore, while they can be used for Xyz Summoning, their differing Levels, Type and Attribute make them a bit awkward to use for such.
