In Yugioh, a cost is a requirement you have to complete before you can activate the effect. Notice the key word. Before. Costs cannot be negated. If the effect is negated, sucks for you. Graceful Charity's discard does not activate until after you draw 3 cards. It isn't a cost. That's why it works with Dark World. If it was worded the other way, it would not. Dump and revive, Dark World, other graveyard effects, and so on. And even if the discarding isn't good, the extra card drawn is still worth it. It adds a 3 hand advantage (alhough it is sent to the Graveyard after use, so -1), has no cost or disadvantage, and even the discard can be used in useful situations.
