At what point does a thread become necro'd?

Depends on the section. In a more active forum where you have to scroll back lots of pages just to find a topic from a week ago, then necrobumping past 3 days (TCG) isn't allowed, but with slower forums that have lots of topics spanning from the range of months (Creative Writing, a la example), then bumping might be allowed.

What is the topic you have in mind?

One thing to keep in mind when posting is whether or not you need the OP's (Original Poster's) attention. For example, if you comment on somebody's card in 'Custom Cards', and their topic hasn't been posted on in a month, what are the chances they'll see your reply? But if it's a general discussion in 'Multimedia', you're free to express your opinion on any rather old topic (probably keeping in the guidelines of the first page), mentioning how much and why you love a Yugioh 5D's game or the anime series, etc.

Simply put.

If it requires the attention of the OP, don't bother with anything over 2 weeks old. (Of last post.)

If it doesn't need the OP's attention, don't bother with anything past the first page. (On default settings, of course.)

If it's over 3 months old, don't bother with it, period.

These are pretty over simplified, but should keep you out of trouble. Good luck!

Also, if a topic is too old and isn't on the first page, you're free to remake it. (Note for the TCG boards: Posting any card discussion that's been overly talked about or done in the past week, you will receive some slack, but no warning.)
