[spoiler=Card Requirement]

WATER has received a broken revival in the form of Atlanteans and Mermails. Your task is to create a WATER support card that helps revive the Attribute in a balanced way.

[spoiler=Card A]

When a WATER monster is Special Summoned, you can discard 1 WATER monster; Special Summon this card from your hand. When a Xyz monster is Special Summoned, you can banish this card from your hand or Graveyard; Negate the effect of that card. You can only control 1 face-up "Ascending Aquaforce".

[spoiler=Card B]

2 Level 3 WATER monsters
Once per turn, during either player's turn, if your opponent Special Summons a monster: You can detach 1 Xyz Material from this card; Negate that monster's effects, and if you do: Treat it as a Normal Monster (Aqua-type/WATER/Level 3/ATK 1000/DEF 800) in face-up Defense Position. It cannot attack or be Tributed.

Well, it isn't as stupid as Mails/Atlanteans, but that doesn't make these any less bad as cards. Anyway, the problem with the first is that it's just another way of abusing Atlanteans, and another Special Summon monster for the sake of being one. A Banish from the hand means your opponent will have no idea what hit them, creates for unfair play in my book, which is the same problem as with Honest, but at least if you're playing againts a LIGHT Deck, you kind of know to expect it. On the other hand, card B is just bad design, making it impossible for your opponent to do anything, and with the Atlanteans having so much control power, if you play this after cleaning your opponen's field, you just need to wait until they try to make a move, and just screw with that. It does have fairly low stats, which does make it a bit easier to get rid off, and Level 3 is not as easy as other Levels for them, but it's still bloody easy. So I'll go with card B.

Alright, well if I were to be looking at these cards from a playability standpoint Card A would obviously be superior to Card B, because it clearly fits in with Merlanteans. But I do not believe that it revives water monsters in a balanced way, but instead it is paving a new road for you to screw over your opponent. As Zazu said, your opponent won't even know what hit them. Now likewise, Card B is quite an obscure card as well as one that is probably just as abusable. It is a bit harder to use though mind you, seeing as it is a specific Rank 3. I do not believe that either card truly revives the WATER monsters in a balanced way, but the one closest to that would probably be Card B. So that's where my vote will go. Although there are some obvious flaws with both cards. I will have to hand it to you though, it is a hard requirement to fulfill.
