The first round requirements are simple. You are to create a Level 4 or lower Tuner monster. That is all.[/spoiler]

1 Tuner + 1 non-Tuner monster
When this card is Synchro Summoned: Special Summon 1 Level 4 or Lower monster from your hand; its effects are negated. If this card was used for a Synchro Summon: That Synchro Monster gains ATK equal to the DEF of the non-Tuner monster used for its Synchro Summon.

If your opponent Special Summons a Monster with 2000 or more ATK: banish 2 monsters from your graveyard; negate the Effects of the Special Summoned Monster and if you do, Special Summon 1 Level 4 or lower non-Tuner monster from your Hand. If you control no Monsters: you can banish this card in your Graveyard plus 1 level 3 or lower non-Tuner monster: Special Summon 1 Dragon-type Synchro Monster from your Extra Deck whose Level equals the total Level of the banished monsters. The effects of that Synchro Monster is negated.

Voting for Card B as well. All that Synchro Tuner does is extend comboes and make comboes easier to pull off while increasing the chances of OTKing by the ATK increase effect.

 

I don't particularly like Special Veiler, it doesn't really do much and I wouldn't run it, but not useful > bad.

Card A doesn't seem to have much of a purpose aside from being a bridge to a higher-level Synchro and buffing it up slightly, and I feel that resources could be put to better use most of the time.

 

As for Card B - Special Veiler's Vayu effect is what really gives the card some value, since its first effect will hardly see effect; Your opponent usually won't allow you to negate their effects when they know exactly what's coming.


So with that said, Card B gets my vote.
