Harrison's card: Creativity: "When this card in summon destroy all other cards on the field and both players discard there hand" sounds a lot like Chaos Emperor Dragon. "When a monster is normal summoned, flip summoned or special summon it loses 2000 ATK and DEF; if there ATK or DEF hits 0 banish it" sounds a lot like your Twin Headed Zombie Dragon."Banish any monster destroyed by battle with this card" sounds a lot like Dark Magician of Chaos. Oh dear...

     Balance: Well two of its effects are the same as those of banned cards. But anyway its basically an guaranteed win once you summon it because destroys everything and attacks directly for 5000, then even if they manage to destroy it (which is unlikely to happen unless they use honest) they take 3000 and you win. When I said badass I didn't mean broken.

     OCG: Don't get me started. "When this card is Summoned" would be a good start...

 

Mone-Sanguinem's card: Creativity: I like the way it's offensive and defensive. Effect is generally interesting and badass.

     Balance: imo it's pretty under-powered. 5 card discard is a huge cost (of course Dragoons make it a little less painful). I would take it down to 3 and change it to "*This* card cannot declare an attack the turn you activate this effect".

     OCG: Not bad, just remember to use colons and semi-colons to show activation conditions and costs for effects that start chains (i.e. "Once per turn: You can discard 5 cards; destroy all cards your opponent controls.")

 

So Mone-Sanguinem wins. You can even have the points that The Dark Magician* put in unless they complain.

Ok, first the 2000 thing is more like Slifer, and second you said it bad so I used all the winning effects from ban cards to make it really bad.
