I guess if you would HAVE to use it, it would be okay. However, Evilswarms already have many control options, and Compulsory is a better option. In my opinion, this is actually very nice as a control card. You search it at the end of 2 or 3 Ophions (After Pandemics and Infection), and you banish the used-up Ophion or another Level 4. Bouncing two cards can actually be a very powerful effect, especially when you're hitting one or two Extra Deck monsters, since that can mean the difference between having your live Ophion Maestroke'd or not. If it didn't HAVE to banish the card then it would be amazing with Thunderbird, but as-is it's just an okay card for the purpose of searchable control. Thing is it still is playable. It's been played before. And it's worked before. I'm not saying it's good, but I'm saying it isn't as bad as you're making it out to be.
