Zazubat
It's my first single in 10 days, so need to get back into things here. Alright, this card reduces cards in your hand, which is handy to get out annoying Tributes. I made it in two ways, click the spoiler to see the second version. I think the first is the better though, but the first is in fact continuous, meaning and if it's negated/the monster leaves the field, you're fucked, where the only can only be missed by grave negates and such. Wat ya think eh? I also need to fixing on the OCG in the "reduce cards in hand" stuff. LORE: If this card would be destroyed, you can decrease this card’s Level by 1 instead. This card’s Level cannot be increased, except by it’s own effect. Each time a monster(s) is Summoned: Increase this card’s Level by 1 for each of those monsters. Reduce the Level of all monsters in your hand for the total Level of this card. You can only control 1 face-up “The Spiteful Komodo”.
Once per turn, this card cannot be destroyed. This card’s Level cannot be increased, except by it’s own effect. Each time a monster(s) is Summoned: Increase this card’s Level by 1 for each of those monsters. During either player's turn, when this card is destroyed or Tributed: Reduce the Level of all monsters in your hand for the total Level of this card until your next End Phase. You can only control 1 face-up “The Spiteful Komodo”.

NoshpalStefan
The first lore is fine, but it encounters one problem that isn't mentioned and (in Yugioh at least) it's not safe to imply - what happens if his level is 1 and you use his eff to decrease the level? Does he become level 0? I know it doesn't and that if it's at 1 you shouldn't be able to decrease it, but for the sake of successful lore, in brackets put "(you cannot activate this effect is this card's level is 1)". Just clearing it up. As for which lore is more balanced, I would have to say the second one - primarily because the first one could be really abused. I can't dare to think about a deck that special summons about five monsters a turn - perhaps Laval, let's say. The first lore can create such abusive combos that I can't think of. Picture's cool though. For the first lore - 6/10. For the second lore - 8/10.
Zazubat
I'm quite sure that you cannot decrease lower than 1 as there is no Level 0 in YGO. There's other cards which also reduce Levels, but they never mention it, so I just didn't. I still want some more opinions on which to choose, but I can see what you mean by it. uberkrasch
I don't think its op, because even if you summon a whole bunch of monsters in one turn, you can still only normal summon one high level monster.
Hydra Iron Man
Wow, fantastic. Except i see 1 prob: the level thing. Its effect should be that "blah blah this cards minimum level is 1" if then, we wont have any negative levels lol
