This'll be another 1 v. 1 by me (obviously).
The last one I did was easy. Let's see if I can make a harder requirement.


Requirement:
Make a monster that can easily be summoned by its own effect. It can also be summoned by other effects, but I want to see it being summoned by itself without being completely broken. (If I can do that myself it should be a breeze :P)

Deadline:
One week after cards are posted.

If there is a "Chibi Disastrous" in your Graveyard, you can Special Summon this card from your hand. You can tribute this card: Special Summon 1 "Chibi Disastrous" from your Deck. If you control 3 face-up "Chibi Disastrous"; pay 1000 Life Points: Special Summon 1 Level 6 or lower Zombie- or Fiend-Type monster from your hand, Deck or Graveyard ignoring the summoning conditons.

The added monster cannot be Summoned the turn you use this effect. If this card is be destroyed: Banish this card; add 1 Dragon-Type or LIGHT monster from your banished pile to your Deck, except this card.

I vote for Chibi Disastrous

 

Its seems cute and somewhat gimmicky and you would at least need to commit one more resource to get the free zombie, fiend or what have you. 

 

Gleaming on the other hand, while it does seem to be an attempt at balancing the suppressor dragons. It still searches REDMD and the actual suppressor dragons themselves meaning you could go a round about way into getting REDMD on the field. Leokus -> Tempest-> REDMD to shenanigans. And that just seems excessive to me.

Foolish Chibi -> Chibi's SS effect -> Tribute it, SS another -> Graveyard eff -> Instant Rank 6.

 

Oh, and also, they're easy setup for DAD and other shenanigans. Maybe if the effect was only a once-per-turn, it wouldn't be so exploitable.

 

Leokus, however, is definitely an attempt at Chaos/Suppressor Dragons. But the sad thing is that it searches out REDRUM, just like that one Suppressor Dragon, and fuels Suppressor Dragons's Banished effects. It's also an incredibly stupid topdeck on a 2600 body.

 

tl;dr: They're both bad.

 

If I HAD to vote, I'd have to go for Leokus, since it won't lead to stupid Rank 6 plays.

I may just be completely oblivious here, but I don't see how Chibi can spam Rank 6s. Its effect relies on having all three on the field, and when the third one comes out, you're most likely going to have the one on the field along with the other two in the Graveyard. However, using weird cards such as Inferno Reckless Summon, you might be able to pull off some interesting shenanigans.

 

Leokus, on the other hand, is pretty crazy. Personally, I wouldn't want a suppressor dragon-esque card for either LIGHT or DARK, as those Attributes have enough support as it is. As Dante pointed out, it can be quite the stupid topdeck and allows you to fetch cards you need in two different directions. Plus, we don't need another way to search out REDMD...

 

Toot's card isn't overly usable, but Leokus is over the top. So with that, I'm going to have to vote for Chibi Disastrous.
