It is the same color blue as the top and has white lining the edges. Her shoes are black dress flats, and white thigh-high stockings. [/spoiler]


Personality: Far from the innocent and dainty girl she appears to be at first glance, in truth she can be very cruel when it comes to her opponents. Harboring a hidden callous side, which sometimes show itself towards her allies, but only in the form of light teasing. Otherwise she maintains the disposition of being ladylike, which is one reason why she doesn't like fighting hand-to-hand, finding it un-ladylike. If she catches herself doing something “un-ladylike” she will try to correct it, often blushing in embarrassment, something she doesn't do very often. Cilesnia seems to have a gracefulness and class to her that can even over shadow some vampires. Not one to raise her voice but talks normally, with the tendency of sounding condescending and belittling especially to her opponents. It isn't hard to see the amount of confidence she has in herself, sometimes coming off as arrogant and vain but not truly meaning too. Despite all of her eccentricities she gets easily attached to people, and does care for them even if she doesn't always show it. When it comes to humans she wouldn't go out of her way to save them, but would be more willing to if it was a child. To her she doesn't see them as anything more than a food source, and as terrible as that sounds it’s true.


 Quirks:

 

-       As funny as it may seem, Cilesnia’s sense of direction isn't the best. If the building is large enough you can trust she will become lost, though one can never tell since she walks as if she knows where she is going even if she doesn't.

-       When thinking she will place her pointer finger on lips or chin.

-       Doesn't drink AB type blood. The combination leaves a terrible taste in her mouth.

 

History: Most of what Cilesnia remembers is only the second half of her life. She doesn't know if she was born a vampire or if she was turned, and to be honest she doesn’t really care. Her name is something she came up herself simply liking the combination of letters. Throughout the years she found out what she was, learning how to live and pretty much doing things that would benefit her. During this time she practiced the abilities she found she had, testing her weaknesses and also her feeding technique. Finding it was easier to lure her prey to her, and learning how to avoid the mess. Having met other vampires she quickly noticed that each of them had different abilities that were unique to them. There isn't anything special to note about Cilesnia, until recently when she was approached by a group of butlers who were probably there for the rumors about her eye abilities. So now she is on her way to the Helsing mansion.


Weakness:

 

Sun light: While she isn’t going to automatically burst into flames from the sun, she becomes noticeably drained and weakened when exposed to it for more than 10 minutes. However she will try not to show it.
Silver: Will be burned instantly if she touches it. In order to reduce this chance she has taken to wearing gloves.
Saltwater: While not as effective as holy water, it still burns her.
Invitation: A vexing rule, even to her, but unless invited or the building is abandoned/destroyed she cannot enter.

Combat Information

Fighting Tactics: Cilesnia is someone who does not like to fight hand-to-hand with someone. While certainly old enough and strong enough, being a vampire, to hold her own she prefers to fight from a distance using her knives, guns and eye techniques. She tends to sway more for strategies, and finding ways to one-up her opponent so she doesn’t have to do much when it comes to fighting. She looks for their weak points and look to exploit them. Cilesnia also has a certain sadistic streak, in which she will sometimes draw out her opponent’s pain and take a slight enjoyment out of it.


Equipment or Ability-Oriented: Equipment


General Abilities:

 

Jagen – Various eye techniques that produce different effects.
Body Weapon – Within Cilesnia’s body she hosts up to 130 knives which she can produce at any time, and from any part of her body.


Equipment/Weapons:

 

Knives

 

Two handguns strapped to the outside of either of her thighs. They are specially made with burst bullets that are 4 times as powerful as normal bullets. So a normal human wouldn't be able to handle the recoil.

Knife Barrage – Pretty much as it sounds. She fires a barrage of knives at her opponent, usually a dozen, with each blade holding deadly accuracy.


Backboard– A flashy trick she doesn't use too often. She throws two knives up in the air, then quickly shoots with both of her guns at the knives. The bullets bounces off the knives, shattering them in the process, and the bullets change directions towards the opponent. Used to confuse the opponent.


Impaler – Using in conjunction with her Jagan: Levitation, she throws her knives, a dozen, and controls each of them individually. She then causes all of them to launch at her opponent.


Head Shot – Similar to Backboard, but much flashier. Once again throwing her knives, again a dozen, in seemingly random directions she then fires a single bullet. The bullet bounces from knife to knife, shattering them in the process, and confusing the opponent. The last knife doesn't matter, but is usually directly above the opponent, targets the bullet towards the head. Used to confuse the opponent.


Knife Cruelty – Getting up close and personal, she attacks head on with her knives. She then continuously stabs her opponent, leaving the knives in their bodies before producing more, and in the end leaving the opponent looking something akin to a porcupine.[/spoiler]

 

 

[spoiler=Ability Techniques:] 


Jagen: Levitation – Anything that she sets her eyes on she can levitate. Though she doesn't have to be looking at the object to levitate it, it makes it easier. She can also make herself levitate. While she could use it on countless other things, she usually uses this on herself and her knives.


Jagan: Seduction – When she makes eye contact with another she can seduce them into doing anything she wants them to do. Those with stronger wills are harder, and they can also brake free if their wills are strong enough. The more times she gets into someone’s mind the easier it is for her to control that one person. If done enough on one person she doesn't need to make eye contact. When controlling that person she can hear their thoughts and see what they see. The person, while being controlled, will have red eyes.


Jagan: Illusion – Stronger is she makes eye contact, and harder to break free off, but is not necessary. Produces an illusion for her opponent, which can be either harmless in order to buy time or create a distraction. Or cruel and merciless, the illusion being so real that the line of fake and reality is blurred in which even the pain seems real. Once illusion is over, the opponent still feels drained and the pain from the illusion but is physically unharmed.


Jagan: Intimidation – A passive ability that she is subconsciously using. Her sheer confidence and fortitude is exuded from her person that most normal people avoid her or are frozen as if being spotted by a predator. Those with a strong sense of self aren't as affected. When she is consciously using this effect she can freeze even stronger opponents and even vampires. Even if they aren't stopped completely, they will at least have moments of hesitation in which she can take advantage of. She has to make eye contact for it to work.


Jagan: Nightmare – Must make eye contact with the individual. While to the outside world it looks as though the two are staring at each other, in reality Cilesnia has invaded her opponents mind and it is there they are battling. While there she manipulates her opponent’s mind to her will and tortures them by showing them their fears, for causing them physical, emotional and mental pain. When she is done her opponent it so mentally drained some are left as nothing but a shell. If one has strong will then they can recover faster. It is not impossible to break free from the attack while in progress but it hasn't happened yet. It is also possible to not be affected at all.[/spoiler][/spoiler]

 

Ok now that I looked at the app, I hope I didn't make her too op'ed. I didn't really pay much attention to it as I was typing and the idea just came out like that. So I hope that what I have is ok, but obviously just left me know if it isn't.

Personality: He has a very short temper when it comes to people acting like idiots. He has a tendency to manipulate those around him. He likes to enjoy the night whenever he can. He also will speak his mind.  He takes nothing serious even if what you can call his life. He will play around with opponents if he can. He has periods when he actually serious and focused but their so few that they are almost never seen. He also has taken a liking to the night life of major cities and towns over the world. He does not fell sorrow for the dead he sees it as weakness to fall.

Quirks:

He drifts off in to his own thoughts a lot

He spent a good portion of his life wandering from town to town all over the world exploring the towns’ Daily life. He became rather interested with the night life of some of the European night life in particular. This caused him to spend a lot of time in Europe. He eventually started to lead his own street gang for the heck of it. He started slaughtering other gangs left in right feeding only on those in charge of other gangs. He grew to like feeding on those he took out all by himself one day he was running late for a meeting with the gang he had established. When he got there a rival gang had killed them all. He murdered the entire rival gang not for killing his gang but because he was hungry. That massacre was what made the Hellsing organization to find him. He had no hesitation to join them when the butler asked because he was bored with running a street gang.

Weakness:  Silver – It inflicts wounds on him enough wounds and he will die

Blessed weapons also have same effect

 

Combat Information

 

Fighting Tactics:  He keeps fights mid to close range in order to make sure his opponents are unable to pull off any form of a trick.

Equipment or Ability-Oriented: Equipment -Oriented

General Abilities:  

Barren skin- his skin does not take notable damage from normal weapons

Vampiric Speed – he can move a blinding speed in short burst

 

Equipment/Weapons:

·         30 foot chain whip 

·         Bladed Tonfas

·         Rapier

 

 

Equipment & Weapon Techniques:

Chain whirlwind –He spins the chain around his body in a frenzy creating a shield himself from projectiles with it

Chain Grab – he throws chain at target and yanks them towards him it can be used to dis arm or pull enemy closer

 

Ability Techniques:

1000 Stings – Hits target at full speed no more than 1000 times
