Mobius belongs in the side-deck. Raiza, Thestalos, and Caius (Zaborg in the pre-Caius era) are the Monarchs that deserve main-decking.

 

Treeborn Frog + Royal Decree + SORL = pro combo.

 

Also, of all the traps you could choose, why Bottomless over MF/Torrential?

I'm having a hard time picturing PC Monarchs entering the competitive scene again, let alone this awkward Soul Control variant.

 

Decree is bad, even moreso in a spell-dominated format.
