Mew added in game as one of last things. After debug features removed from final game, 300 bytes left to squeeze Mew in. Most of Nintendo not even know Shigeki Morimoto programmed it in. Not even meant to be in game, and only show up at all because of Mew bug.

 

Mewtwo was discovered before Mew. Team Rocket were the first to find Mew, but being the criminal jerks they are, they didn't share this information with the world. Instead, they cloned it to create Mewtwo - who subsequently escaped and ended up being discovered first.

 

...at least, that's an in-universe explanation.

 

The truth is that Mew was a Pokemon secretly added in-game just two weeks before the release of Pokemon Red. This is also the true reason why it can learn any move. It wasn't supposed to be in there, and Mewtwo was supposed to be the only one.

 

When it was finally discovered, rumors began to circulate all around the community and many people became eager to get it through hacking. Eventually, one guy delved into the game formula and devised the 'Mew Glitch', a way to obtain it without outright hacking.

 

The existence of Mew increased the game's popularity even more, and by Gold/Silver, it was already treated as an official Pokemon.

To be honest, I thought Mew was a Pokemon from Gold/Silver when I saw the first movie about Mewtwo, and had no idea it was in Red until many years later.

Gregor once use glitch to get two Mew before even Misty (traded one to friend) but Yellow version is old and broken, now. :(

It's still weird that Mewtwo is before Mew in the PokéDex. I mean, yeah, there's a valid explanation for it, but it's like how later generations had pre-evolutions.

Well I suppose Pre-evolves where to get the Baby you needed the mother to hold and item they could make out the item hadn't been discovered yet and the same with additional evolutions. Some are a little silly like giving Pokemon extra moves just for an evolution like with Tangela...how is learning a Rock move link to Tangrowth? Should do that with Magikarp and Gyarados you know it makes sense.

My understanding was them learning Ancient Power was a way for them to gain access to their prehistoric forms. Or something like that. Tangrowth isn't the best example of this but the other two are imo.

That does make sense. Hence I mentioned Magikarp/Gyarados since Leaf Green's pokedex entry hints at Magikarp previously being more powerful. Maybe if Magikarp had been introduced without it's evolution that could have happened when Tangrowth, Yanmega and Mamoswine were.

To be fair, Mew, for all anyone knew, was either extinct or just something from legend(As far as the games/anime go).

Giovanni, just-so-happen to have obtained Mew data, wanted to create his own. So Mewtwo, have actually been seen by people and what-not, would actually let them get data on the subject.
...Or something like that.

Twenty years before they finally got the Mew data, Giovanni/Sakaki's mother had sent Musashi/Jessie's mother Miyamato on a mission to find Mew that got her killed. Giovanni's people found a fossillized eyelash of Mew in South Africa and that's where they got it's data. (The Birth Of Mewtwo CD Drama - which also gives more information on Mewtwo's early days like it only taking a month to clone (they had been attempting cloing a human for a while)).

 

It is quite possibly Rocket Dan (Team Rocket) were the only ones who ever found solid proof of it's existance. Although in the LGFR manga others find Mew's island before she left to save people from a airship crash by Team Rocket that Mewtwo was too weak to stop.

Gregor think that way. Same weight, color (normal and shiny), only two Pokemon who learning Transform. Mewtwo called first successful clone, must mean failed ones happened.

Okay, unrelated topic, but I really would like them to not make starting a new file with an already active file so arduous, or alternatively not be able to start a new game without deleting the old save file, because as it stands now, the "New Game" option when you already have a saved file is pretty much completely useless.
