Since BW2 both gave the legendary whose colour matches the name, as did R (Groudon) S (Kyogre) E (Rayquaza), G (Ho-Oh) S (Lugia)/HGSS. Don't forget Dialga (Diamond) and Palkia (Pearl). They're tiers that rank Pokémon based on their competitive capabilities, the full database is at Smogon University where you can look up any Pokémon and get competitive strategies on how to utilize them in battle to their full potential. Uber is the top tier, where most legendaries and some pseudo-legendaries place in, and is usually not applicable in tournaments. OU is Overused and UU is Underused. They are the most competitively viable and in terms of stats, move pool, and ability the best pokemon. Starmie, Tyranitar, Metagross, Rotom-W, and Ferrothorn are all examples. UU is the Under Used tier. The next tier below OU they are all good pokemon but all come short to be as good as OU pokemon. However they can be used in OU if you know what your doing. The highest tier is Uber though. Those are the pokemon banned from normal play (normal being OU) and this is where a lot of legendary pokemon end up. However not all legendaries are uber and not all ubers are legendary. For example most of the trios often don't even make it to OU and some normal pokemon (Blaziken for example) are viewed as to good. I don't remember it myself, but I've seen controversy over this aspect you're posting of. And ubers is considered more of a banlist than a tier, though that's a really insignificant detail. I'm out of practice, very much so, but you don't need to tell me how it works. Knowing people that play only ubers doesn't make it a tier whatsoever. You don't consider it having its own metagame and having a decent sized following to constitute it as its own tier. Smogon certainly acts like it is its own tier.
