...eh? wazzat? Too lazy? No incentive? Then how about this.

 

When you report someone, that Enter Your Report thing arrives, to keep people from randomly reporting others/reporting out of spite for the user. However, if you find someone who needs to be reported for good reason: Every time someone is reported successfully, you get a small bounty added to your points (100-500 perhaps).

 

Normally, this would be useless, but with that there shop-amajig, there would be an actual reason. Community clean-up would be encouraged, you can get points in a more efficient why than just posting, and due to the whole "Enter Your Report" box, spamming reports in hopes of getting points would be impossible, if not really difficult.

That would more often then not encourage people to report stuff that doesn't need reporting on. It turns the report system into a low risk high reward way to make points instead of what it should be used for, to report a troll/spambot/whatever.
