LORE

2 Level 4 Fairy-Type monsters
When a Fairy-Type monster is Summoned, you can detach 1 Xyz material from this
card, Special Summon 1 Level 4 or lower Fairy-Type monster from your Deck. You can
only use the effect of "Redentor of Light" once per turn.
While this card is face-up on the field, the field is treated as "The Sanctuary in the Sky".

So then, you've moved off of breaking Chaos Dragons and now you've gone to work breaking Agents :P

I got the impression of Agents since they are the only prominent deck I can think of that use TSitS.

I have an Agents deck irl and I took out Venus and the Shine Balls for lack of Gatentsu and Number 92s, and instead maxed out Jupiter and the deck is borked to hell and back. If I had my less than grubby hands on 3 of these, I'd have no friends anymore because I'd beat their asses that hard. Summon this, summon a Jupiter, summon another, use effect and banish Jupiter, give this 800 ATK, rinse, lather, repeat.

Once per turn: When you Special Summon a LIGHT Fairy-Type monster, you can detach 1 Xyz material from this card; Special Summon 1 of your Level 4 or lower banished LIGHT Fairy-Type monsters.

I took away the "While this card is face-up on the field, the field is treated as "The Sanctuary in the Sky"." clause because with some half-hearted protection you can fish out and keep a Sanctuary in the Sky on the field. I also made it Special Summon and a Level 4 or lower banished Fairy-type monster; It's still broken, just not as badly. I'd also nerf the ATK and DEF - I think it's too high for a "2 Level 4 Fairy- type monsters" Xyz. Tone it down to about 1750-2000 then you've got it.
It doesn't look as appealing anymore, but just picture this:
Your field is 2 level 4 Fairies. Let's say Zeradias and Hecatrice. In your Graveyard is an Earth. You have Jupiter and other Level 4 Fairies banished. In your hand is a Hyperion and Tethys. You summon this, banish Earth to summon Hyperion, use Redentor's effect, Summon Jupiter, use Jupiter's effect, summon a Level 4 fairy, Xyz into this, rinse, lather, repeat.

With the fixes I gave you, I'd give it an 8/10. Then again I am an inside-the-box-thinker and biased.

Oooo, well, I have a Chaos Dragons Deck and a Agent Deck, that's why I'm making this cards c:

i really like the effect that it had first, with the exception of being able to summon a monster of any level.

also i dont think its ATK is too high, i think its ok. Number 39 used Any 2 level 4 monsters and has 2500 ATK, AND can negate opponent attacks.

all i would do is reduce the summoning effect to a level 4 or lower and maybe lower its defence a little for balance... :D

Welp, I have quite a few problems with this card. For starters, there's no once per turn restriction, so using this guy means that you can grab 2 fairies with the same level as the one you summoned. Double Hyperion and kristya is one helluva field. So, the first thing I'd do is add "You can only use this effect of 'Redentor of Light' once per turn." You also need to add a level 4 or lower clause to prevent Hyperion abuse and a clause that negates effects for loop prevention. After that, it's not god awful banitnow, just bad design. I'd give it a 5.5/10 for effort.
