Scratch off Tickets

I used one and it said that I won a scratch off ticket & there was noting in my shop items. Happened to me twice. Is this suppose to happen or is it a problem? If that is how it's suppose to happen, then why put Scratch Off Ticket as a prize for it anyway. Can someone, preferably a mod, clear this up for me.

Scratch-offs can no longer be won in the scratch-off.

Instead you now have a 20 percent chance of winning 999 points and a 10 percent chance of winning 1000 points (as opposed to 30 percent for 999).

Probably a glitch. I could make it just be 1000 points, or whatever the price of a scratch off is. I think I already do something similar with 999 points.

That is entirely possible. You're not gauranteed a win every time.
