Possible stuffs I've thought of:
Everyone (I am all and yet I am one, everyone is all, but everyone is a singular noun) OR the world (same reasoning as everyone and in addition, the world has physical laws but there is no written law made by the world... I dunno) OR the forest (same reason as everyone, and also, the forest has sacred unspoken laws and yet there is chaos and anything goes in the forest).

I gave what I think the answer is in my post. Disease is one thing, and yet there are thousands of different diseases which can be found everywhere. Disease doesn't respect any written laws, but each individual pathogen follows its own patterns of behaviour. You can catch an infection from one tiny little cut if you don't wash it out. A disease won't stop on its own, you can't faze it, but you can stop it with treatment, make it faint. A disease is a condition, not some living thing or an object, and because of that you can say a disease is not alive but I challenge anyone to think of a place they've been where there wasn't at least one person who was sick.
