Seems you are able to in a Machina Fortress/Dragon Ice kindof way.

Card is... like something Yusei would use in the anime just before being attacked directly, going down to 0LP, then summoning Shooting Star next turn.

Although obviously 'neither player can win by an alt win condition effect' is stupidly redudant, and does you no good anyway. Not unless you draw Hand Obliteration next turn.

Just... stop it. You should know better. At least I made two viable anti-meta side deck cards.

At least the name is cool. And I can imagine the art would be... in accordance with da rules.
