IMO, it's only fair that they elect two Senators and X representatives at the very least.

No actually it was.
I have been on this issue forever, Our government has repeatedly asked Puerto Rico to become a state and they refused because they felt the taxes were too high. Don't "lol" me.

To answer people's question, if Puerto Rico became a state, they would receive one representative as the minimum until the next census (temporarily increasing the total from 435 to 436), with reapportionment happening at the next census to drop it back to 435. Judging that Puerto Rico's population is closest to Oklahoma's, they'd get either 4 or 5 at that time, methinks.

Puerto Rico is to blame. The choice has been offered repeatedly and rejected, in favor of no taxes. That's not racist, that's fact.
