An equip spell card... This is gonna be tricky, as equip spells are super slow in today's meta. I recommend we give the equipped monster a nice boost like 700 or 800, to make up for the fact that it's vulnerable to MST. As for ideas on what the equip card should do, what if it allowed you to banish cards from your opponent's grave when the equipped monster gives em battle damage?

Lore fix:
When your opponent activates a Spell, Trap or Spell/Trap Effect: Discard 1 card from your hand of the same card type (Spell or Trap); negate that card's activation and effect(s), and destroy it. When this effect resolves, if the negated card is in your opponent's Graveyard: You can pay 1500 Life Points; set it in 1 of your Spell & Trap Card Zones.

For the equip, to speed it up, it could be made as a quick-play equip. That's a concept I designed back before I left.
[spoiler=Effect}

This card can be played from the Deck. If this card is played from your hand it is Set. This card can only be activated when a Spell or Trap Card is destroyed due to the effect of "Illusion Dragon", After this cards activation, it is treated as a Equip Card and is equipped to an "Illusion Dragon" you control. A monster equipped to with card gains 500 ATK and DEF. Every time the equipped monsters destroy a Spell or Trap card due to its effect place 1 Illusion Counter on this card. during each of your Standby Phases you can remove Illusion Counters from this card(Max 10), based on the amount of Illusion Counters removed activate 1 of the following effects:
1-Look at 1 face-down card your opponent controls, then return it to its original position.
5-inflict 300 points of damage to your opponent for each face-down card your opponent controls
10-your opponent sends 1 card face-down to each empty Card Zones he/she controls, then during the next Standby Phase after this effects activation Flip those cards, your opponent removes cards from the top of his/her Deck for each Spell and Trap card Flipped in this way. Then return the flipped cards to your opponents hand. (after this effects activation destroy this card)
No! This thread shall not die! Possible effect for Skelly 7:

(Card Name)
Spell/Equip
The equipped monster gains 700 Atk. When the equipped monster destroys an opponent's monster by battle: you can target 1 of your level 4 or lower banished monsters; return that target to the graveyard. If this card is in your graveyard: you can banish 2 DARK monsters from your graveyard; return this card to the hand.

Just a sample, can be amended.

The banishing effect is not too different from the Phoenix Blade, I would like to go for something else. The card must generate a card in a way or another so it won't technically be a -1 (Supervise is an example of a good Equip Spell). Maybe something like:

The equipped monster gains 700 ATK. During either player's turn, if the equipped monster was destroyed and sent to the Graveyard: You can banish this card from your Graveyard; Special Summon that monster. It becomes Zombie-Type and it is banished when it leaves the field.

I suggest this revival and zombie-changing effect in reference to the artwork with skeletons. It is kind of "Ribbon of Rebirth" done right, because the revival is not limited to only destruction by battle. The equip also allows to Special Summon the monster during either player's turn, so you are able to use it for an emergency wall during the opponent's turn, or to keep your monster safe in the Graveyard until you get rid of threats.
