I don't think the skipping next Draw Phase part is necessary, because if you have something to pull off, you'd just pull it off that turn, without waiting for another turn (in fact, that wouldn't make any sense). Also, not drawing AND discarding puts you into a -2 situation. It could be used for stall decks, but that's about it.

This is primarly for decks may benefit from having monsters in the graveyard. Even if you skip your draw phase, you can still have the appropiate cards to add to your hand, or summon from the graveyard, while your opponent skipping the battle phase can help you mantain some cards on the field. But still, you have a point, and I will put your suggestion into consideration.
