During either player's turn, you can tribute up to 2 monsters from your hand or field: Special Summon 1 Level 6 or lower LIGHT monster from your Graveyard. Only 1 "Return of the Mighty" can be used per turn.

This is a -2 which can't even target boss monsters.

I really can't imagine where this would be used when I can already pack my Deck full of Call of the Haunted/Monster Reborn/ect if I need things that badly.

I suppose it could, in theory, but I still think they probably wouldn't use it. This + 2 monsters + Grave target is a bit situational, and it doesn't seem to give great rewards compared to Guardian of Order (for example), which I'm pretty sure they don't run anyway.
