Pretty much all Yugioh cards can be classified in four categories:

0. Broken (too powerful), and therefore bad for the game
These cards are too overpowered, meaning that if you aren't running them (if they were allowed), you've pretty much already lost.
Cards in this category would include Graceful Charity, CED-EotE, Fishborg Blaster, Tribe-Infecting Virus, Premature Burial, etc.
A theoretical Normal Monster that is Level 4 with 4000 ATK would fall here.

1. Good for the game/Good to use
These cards contribute positively to the game, and are also good to use.
This category comprises all metagame-worthy cards like Solemn Warning, Torrential Tribute, Effect Veiler, etc.

2. Not necessarily bad for the game, but not worthwhile to use
These cards contribute to the game, but it's not worth it to use them, usually because they are not powerful enough.
Cards in this category include most simple Equip Spells and weak boss monsters like The Winged Dragon of Ra, Arcana Force Ex - the Light Ruler, and Vennominaga. I would say Destiny Leo and Destiny Board fall here.

3. Not "too powerful", but bad for the game
These cards, regardless of whether or not they're worthwhile to use, contribute negatively to the game.
An extreme example would be something like "Destroy (1/2/all) monsters your opponent controls. During your next End Phase, you lose the Duel." Regardless of how over/underpowered the card would be, it still immediately stops the Duel in 1 turn no matter what, killing the progress of the game and making it not fun.
Some cards here include Final Countdown, Exodia, Last Turn, and Victory Dragon.
Mass Driver falls here because it would be banned even if it dealt only 1 LP damage per monster, which is obviously not overpowered, but useless outside of dedicated OTK/FTK decks.
According to the official TCG website, Trap Dustshoot falls here as well.

Cards that are Limited or Semi-Limited often fall in category 1. Pretty much all cards in category 0 are Forbidden as well as some in category 3. Although some cards in category 3 are not Forbidden, they probably deserve to be.


So basically, you're saying that Exodia falls under category 3, and that all attempts to balance it will either end up in category 0 (the first few attempts posted here) or category 2 (Attempts #4 and #7), never category 1.

[/quote]You missed several areas, the first of which are cards that are good for the game, but broken when used in tandem with other cards.

Furthermore, trying to categorize every card that way is obsolete. Each of them has different reasoning for being placed so, so figuring out where they are accomplishes nothing.

Most importantly, we're moving away from the main point of my argument, which is that you cannot make Exodia without it's core principal being bad for the game and therefore should not be made. It's impossible.
