Continuous Spell
[b]Target 1 face-up monster you control and 1 face-up monster your opponent controls: [/b][b]Decrease the first target's ATK by multiples of 100, and decrease the second target[/b][b]'s ATK by the same amount[/b][b]. If a target's ATK becomes 0 this way, switch control of it. When this card leaves the field, return the targets to their original controller. If a target(s) leave the field, destroy this card.[/b]

Summoning more than one monster each turn is fairly easy so, you can always sacrifice the ATK of 1 of your own monsters, for the sake of making an opponent's boss monster weaker, and even reachable by your Xyz/Synchro fodder monsters.
The decrease is permanent, and being use for Xyz does not count as "leaving the field" so, you can get your Tour Guide to 100 to make their Grapha 2100, and kill him with Number 17[/example] Or you could take control of a lower monster, and use your weakened monster for Xyz, which will not cause the newly controlled monster to go back because yours didn't "leave the field".
You could get your Gadjitron Dragon from 3000 to 500 to take control of your opponent's [s]Utopia[/s] Hope, and even be able to use Machine Duplication and call 2 3000 ATK beaters

I was thinking of a way to make a controlling Spell, but that mechanic has always been delicate in questions of balance.

My balancing factors:
-It's continuous, so common MST counters it with no effect.
-Is just an attack decrease effect if you don't have a stronger monster in play to use it on.
-Since it requires a monster to hit 0 ATK for the controlling effect, and the other monster to decrease that much ATK too, you will not be able to use either for sizable damage.

-Take down 3k beaters, control monsters for Materials or Tributes, use their effects.

Seems interesting, though, it has potential to wind up as another Mind Control.
For example, something like Rai-Oh or Alius, you could practically gain control of anything commonly seen, in terms of non-boss, playable monsters.
But that's just me.
Then again, with various Synchros and what-not, you could easily take advantage of this.
I dunno', I just think it has the potential to be a [i]little[/i] on the overpowered side.
