It puts a lot of pressure on the opponent, is as good as a Scarecrow for stalling, and can also screw up the opponent's setup completely. And you don't control monsters most of the time anyway. Yeah, Between countdown itself, the Upstarts, and any damage your opponent actually manages to deal to you, the thing can keep you winning. ...Of course, you could also say it's just a win moar card.
