Except they do.

Ash-Dweller is a Blaze Accel target and makes cool +1 plays with Shell.

Riding Bird kind've doesn't, but it's still potentially playable in a MV Deck. Winged-Beast to work with Icarus or other type support.

Rusted Cog works because Ancient Gears have multiple cards which must be Normal Summoned or help with Tribute/Normal Summoning (e.g., Geartown reduces Tribute requirements).

Balance can be dumped with swap, they can already bounce with flip-flop, and they tend to be low level.

Lightsworns like things in the Graveyard, so it was chosen to be one that doesn't banish itself.

Hunter is thematically an 'anti Dark Scorpion' card (he hunts them down) - it puts things back on the Deck, while they mill cards.
