I think the OCG should be

Since you intend to have this card at [url="http://yugioh.wikia.com/wiki/Machine_Duplication"]3[/url], it makes sense that it can only hit 1200 ATK in one turn, although it [i]is[/i] permanent. You can draw a card when it's Solemn'd, but it requires setup.

Provided you Dupe it, you can banish 9 cards in one turn; your odds of hitting something to return with Leviair are high, and this sets up for Lightray Sorcerer very fast. Seems pretty good.
