This card seems like it does what it's meant to do. It's better than Over Capacity, though there's not much worth destroying.

it seems oddly specific...almost like it is made to kill one kind of deck.

Any who that being the case its not imbalanced or anything and I don't really know OCG that well but everything looks fine to me.

Is it from the Advanced Clause destroying all the newbies in RC?

This card ain't gotten any more useful in the intervening time. There needs to be some sort of benefit to it beyond its primary effect or it's only good against Frogs.

The new version is just barely more useful than the old one. The "cantrip" needs to be something non-situational and monumental, like Starlight Road, to balance out your situational, paltry activation conditions.
