YVD can be found here and two CCGs exist in Written Cards: Leo's CCG, and the "New CCG" which I happen to be a part of. Post in either of them and you'd probably be accepted, but your cards will be scrutinized, and probably retooled if they're hilariously unbalanced. If you'd rather not join those, you can always write your own cards into the yvd.set file that comes from xerocreative with the same formatting, but then the trick is getting people to actually duel you.
