lets see who has created the best of the best of the best in xyz monsters. also be sure to include a supporting card if you have one. you are able to use written cards. i'll start:

LIGHT/Spellcaster/xyz/Effect/Rank 7/1100 ATK/ 500 DEF
2 level 7 LIGHT monsters

once per turn you may detach one xyz material from this card to add three cards from your deck to the top of your deck.

supporting cards:

Justice Mace
equip spell
once per turn you may reveal the top three cards of your deck. the equipped monster may attack your opponent directly for each monster revealed. this card can only be equipped to a monster with less than 2000 ATK

Empress Staff
quick-play spell
select one monster that you control. switch that monster to defense position. reveal the top three cards of your deck, the selected monster gains defense points equal to its original ATK for each spell card revealed

Fortuna is under-powered.
Despite the fact only a few decks could consistently Summon Rank 7 monsters, this one barley has any ATK/DEF making it able to be run over by practically anything. Furthermore, considering it adds 3 cards to the top of your deck, unless your going to combo it(IE, have a draw card after, or something like that), then you can potentially plague yourself with 1-3 dead draws, mostly due to the fact the Opponent will be well aware of whats coming next, and will just make plays around it.

Ya, first off, there are no strategies to get out level 7. Second off, if you do all that work, why would you settle for 1100 atk. Good try though.
