blizzard princess ruling?

when this is summoned, is it completely immune to solem warning and solem judgement or any other counter trap that negates a summon? it says your opponent can't activate spells and traps...so i am not sure...because that wiki's ruling page says it's summon doesn't start a chain.

A negated summon never happened, so Blizzard was not yet summoned when Solemn was used.
Oh and we have a ruling thread.
