. Select 1 monster on your side of the field. You can tribute that monster to inflict damage to your opponent's Life Points ( your opponent takes 100 pointsx the level of the selected monster. If the selected monster is an Xyz monster, then the damage is 100 pointsx the number of levels needed for the Xyz monster.)

Here are my issues with the card.
1. What is it called? There's no name.
2. "Number 39C: Utopia Ray" isn't a card. "Number C39: Utopia Ray" is.
3. The first effect is much too powerful. You've essentially got 4 free Monster Reborns for the price of 2 LV4 monsters.
4. The second effect is laughable. Why use that when you have the ability to Special Summon 4 monsters from your Graveyard?
5. The phrasing on the second effect is terrible.
6. It doesn't fit into Utopia's theme at all.
So yeah. That's my 2 cents.

Pretty much sticking the boot in and agreeing with TFF.

I mean, seriously? Effect actually reads, "During the turn this card is Xyz Summoned, Special Summon 4 monsters from your graveyard." How can you possinly justify that? Well you can't say because it needs four materials, it only needs two.
