Royal order doesnt seem that different from it's original version,i can still chain it to a spell to negate it and i can just use it in the opponent's turn,then destroy it in my turn and use all my spells since i didnt activate it that turn.

This doesn't fix anything. In fact, the bolded part makes the card better.

Not only that, but in level 8-spam, it can abuse almost all of the Omni-Heroes.
