Don't we already have something like this?

The purpose of this card is different. The Greed Counters increase during each Draw Phase and you don't have to remove any Counters to draw extra times.
For instance, during your first Draw Phase after activation this card gains 1 Greed Counter and you draw 1 card during the main phase.
Then, during your second Draw Phase, you now have two 2 Counters and draw twice and so on.
Card seems fine. While gaining advantage from drawing more as time goes on, the timing makes it vulnerable to "Appropriate" and particularly Protector of the Sanctuary. With heavy Spell/Trap hate this format however, this becomes more MST bait.

Does the same thing as the phase it skips, only later on; vulnerable to removal (denying yourself at least one Draw Phase if timed right). I suggest you make its effect remove any number of Greed Counters from a Greed Counter-bearing card you control (which may include Shard of Greed as well) so that this might be more usable.

Step 1 - Activate this.

Step 2 - Use Card Guard, Magic Reflector, whatever

Step 3 - Skip your next Draw Phase, gain a Greed Counter, and use it to draw the 1 card you missed earlier anyway.

Step 4 - Repeat the above, but getting 2 cards instead of 1. Repeat during each of your Main Phases for here on.

Step 5 - Activate three Reckless Greeds.

Step 6 - Reveal Exodia.

Step 7 - Call doctor about your bloody nose.

Summary - How is a card that is a +1 every turn for next to no cost possibly balanced? Supports a horrible style of play.

This.
Card needs either more of a restriction, or another drawback.

In comparison to "Shard of Greed", this card gives a +1 in 2 turns, while Shard gives a +2 in 2 turns; so this card will need 3 turns to generate the same advantage as Shard in 2 turns, and a 4th turn to get more advantage. Since you'll be losing your Draw phases; this will roughly be the equivalent to:
During each of your standby phases: place 1 "Greed Counter" on this card. While this card has 2 or more "Greed counters" on it: you can draw 1 more card from your Deck during your Draw Phase
Except of course, a properly timed MST on the standby phase will result in a loss of the draw phase with no +.

So in comparison:

Shard of Greed: Generates a +2 in 2 turns.
This card: Generates a +0 in turn 1, +1 in turn 2, +2 in turn 3, and so on and on. If it gets MST on your standby phase; you'll have a -1.

If you really insist on another drawback:
Discard 1 card to activate this card.
Mind that I give Balancing a whirl?

"Pay 1000 Life points to activate this card. You cannot conduct your Draw Phase while this card is face-up on the Field. Once per turn, during your Standby Phase: Place 1 "Greed counter" on this card (Max 2). Once per turn, during your main Phase: for each "Greed counter" on this card, draw 1 card. If this card is removed from the field: Skip your next Draw phase. You can only control 1 face-up "Unquenchable Greed"."
