They're completely different characters. Lucy did things more cruel than that of Yuno, but that's because she's got a hella overpowered ability and she lives to kill people. What makes Yuno so abnormal is how she'd done all that despite being a normal schoolgirl. Or not, but that's a spoiler so not telling exactly what's wrong with her. So, as a character, Yuno has more impact. However, if you think of backstory, and the character depth, I think Lucy had a better description. Sure, Yuno's was interesting too, but the cruelty of Lucy's backstory is so utterly heartrending.
