When this card attacks: pay 500 Life Points. When "Toon World" on the field is destroyed, destroy this card. If you control "Toon World" and your opponent does not control a Toon monster, this card can attack your opponent directly. If your opponent controls a Toon monster: select it as an attack target. An earlier version of the card (making it search for Toon cards upon summon) allowed for abuse via Sound the Retreat and like cards; so the effect was amended to have it search after inflicting Battle Damage, which for a Class A Toon is much more cumbersome.
Toon Binder LIGHT/LV3/Fairy/1100/1000 Cannot be Normal Summoned or Set. Designing this card was challenge, for I don't want Binder to be splashable (thus the effect activating only when its user controls Toon World) nor so easily triggered (hence the Effect Veiler-like activation window): but now I don't know if I nerfed it too much.
The Toon Gentleman DARK/LV4/Spellcaster/1500/1600 This card cannot during the turn it is Summoned. Galkin
These 2 cards well make toons playable: Shocktrooper can search like crazy and turn a dead hand to a good hand (and a field of 0 to a field of 4) since it can search itself. Toonish play compliments it by allowing re-use and since Toons can be Special summoned, it is hardly a cost for them. Link to comment

I'm not too sure if making Shocktrooper a Class A Toon like Toon Mermaid made it balanced. Link to comment

Wrath's Child
I see. Good thing you saw the combo with Sound the Retreat (and Begone, Knave!, if to a lesser extent). But a twice-per-turn restriction is so unsightly, so how about making Shocktrooper add Toons to the hand via inflicting Battle Damage? Link to comment
